Section 5: Clinical Guidelines<br />

• Report atypical cases, breakthrough infections while on prophylaxis, or any other<br />

abnormal cases throughout the duration of the pandemic as directed by the LHD<br />

and/or NYSDOH.<br />

Local Health Departments:<br />

• Update providers regularly as the influenza pandemic unfolds.<br />

• Provide or facilitate testing and investigation of pandemic influenza cases.<br />

• Work with NYSDOH to investigate and report special pandemic situations.<br />

State Health Department:<br />

• Update LHDs and providers regularly as the influenza pandemic unfolds.<br />

• Work with LHDs and Wadsworth Center to coordinate testing.<br />

• Work with LHDs to investigate and report special pandemic situations.<br />

HHS Agencies:<br />

• Update and disseminate national guidelines on influenza diagnostic testing and use of<br />

antiviral drugs and vaccines during the pandemic.<br />

• Develop a pandemic influenza vaccine.<br />

• Work with healthcare partners to refine clinical management guidelines and issue<br />

regular updates on treatment issues.<br />

• Conduct observational and interventional studies with partner institutions to<br />

investigate pandemic influenza pathogenesis and develop disease prevention and<br />

treatment strategies.<br />

• Monitor pandemic influenza cases for antiviral resistance and transmission<br />

parameters.<br />

• Monitor antiviral drug use and inventories.<br />

• Collect information on clinical features, outcomes, and treatments.<br />
