• Designate spokespersons and subject matter experts;<br />

• Expedite the clearance process for release of information;<br />

• Participate in a Joint Information Center (JIC) as appropriate.<br />

Specific strategies for accomplishing the last three activities are described below.<br />

Spokespersons and Subject Matter Experts<br />

The State Health Commissioner, or her designee, will be the primary spokesperson<br />

regarding emergency health issues related to pandemic flu and for issues related to the<br />

human health risk of HPAI.<br />

Subject matter experts representing the Center for Community Health (Dr. Guthrie S.<br />

Birkhead), Division of Epidemiology (Dr. Perry Smith), Bureau of Communicable<br />

Disease Control (Dr. Barbara Wallace); Immunization Program (David Lynch, Dr. Debra<br />

Blog), Zoonoses Program (Dr. Millicent Eidson, Dr. Bryan Cherry), Office of Science<br />

and Public Health (Dr. Dale Morse), Office of Health Systems Management (David<br />

Wollner), and Wadsworth Laboratory (Dr. Lawrence Sturman) will support the primary<br />

spokesperson(s) and may serve as secondary spokespersons if their specific expertise is<br />

required.<br />

Information Release and Joint Information Center<br />

During a <strong>Pandemic</strong> Period, to update public information and provide recommended<br />

action steps in a timely manner, NYSDOH will facilitate expedited review and clearance<br />

of communication products, share public messages with key communication partners and<br />

participate in a Joint Information Center (JIC). The purpose of a JIC will be to facilitate a<br />

one-voice response; serve as the clearinghouse for accurate, timely information; and<br />

enhance the dissemination of health information essential to an effective health<br />

emergency response.<br />

• All information materials for public dissemination will be cleared through the<br />

appropriate Bureau, Division and Center. Once Center clearance is obtained, the<br />

material will be forwarded to the Director of PAG for review and then to the<br />

Office of the Commissioner for signoff.<br />

• The decision to release public information will be coordinated with the<br />

Governor’s Office of Communications (Press Office), as will a decision to<br />

establish a JIC.<br />

• A JIC will be coordinated by SEMO with the participation of NYSDOH,<br />

NYSDAM, NYSDEC, and other state and local agencies, as appropriate.<br />

Establishment of a JIC will be critical if New York State has HPAI affecting both<br />

human and animal species.<br />
