access to key functions (ComDir, alerting and secure collaboration) from a<br />

single web interface. On activation the IHANS system will be used to<br />

distribute links to the EDB for key ComDir roles within the affected<br />

organizations.<br />

• Report Tables, Charts, Graphs. Event specific report tables, charts and<br />

graphs are produced by an automated SAS interface to HERDS and other<br />

response data systems. A generalized viewer is available for just-in-time<br />

access to this information. On activation, the link to the viewer will be<br />

sent to key ComDir roles in affected organizations using the IHANS<br />

system. A more generalized system for data visualization and dynamic<br />

queries for tables and charts will be available for use in Q1 2006.<br />

5. Disease Surveillance – and Related Commerce Systems<br />

a. Nosocomial Outbreak and Reporting Application (NORA). Provides for<br />

general reporting of Nosocomial (i.e., health facility acquired) outbreak<br />

incidents at health facilities (nursing homes and hospitals), respiratory (ILI,<br />

influenza) being one of the reporting capacities.<br />

b. Electronic Clinical Laboratory Reporting System (ECLRS). Health Commerce<br />

has supported a statewide electronic lab reporting system (ECLRS) for<br />

(positive) laboratory test results for NYS reportable disease conditions. The<br />

system supports electronic submission via web form, file upload of<br />

standardized messages and automated transmission using the CDC PHIN<br />

standards messaging system (EbXML). Message formats and syntax accepted<br />

include HL7 with LOINC/SNOMED vocabulary. Flattened formats are also<br />

available for labs who do not yet support the standards. Some 260 labs report<br />

Communicable diseases electronically to ECLRS, including national labs such<br />

as Quest and Lab Corp. Lab test results received from labs by ECLRS are<br />

automatically and electronically routed to the county of jurisdiction. Sixteen<br />

reportable diseases are designated as priority notification which triggers an<br />

automated phone call 24/7 to the county of jurisdiction alerting them to the<br />

case. ECLRS links to the Communicable Disease surveillance system.<br />

c. Communicable Disease Electronic Surveillance System (CDESS). The<br />

Health Commerce system has supported a web based statewide electronic<br />

communicable disease reporting system since 1996. It provides for case<br />

reporting of all NYS reportable disease conditions using an electron version of<br />

the DOH-389 core form. Reporting includes various reportable influenza<br />

conditions. Electronic reporting of disease-specific supplemental forms is<br />

also supported through the system. The system has recently been revised to a<br />

patient centric reporting system which supports contact tracing and minimal<br />

isolation and quarantine for SARS and (novel virus) pandemic influenza.<br />

ECLRS is integrated into the system.<br />
