Section 13: Public Health Preparedness Informatics<br />

In order to assure adequate volunteer capacity to exercise the Informatics<br />

infrastructure the agency will engage in the following planning and preparedness<br />

activities<br />

‣ Action items:<br />

• Assure ongoing use of HPN by Individual Licensed Medical Professionals<br />

(LMPs). To assure that LMPs return to and use the HPN on a frequent basis the<br />

NYSDOH will engage in a process to add value and interest for LMPs in<br />

accessing the HPN. This is essential to assuring account viability and knowledge<br />

of use of the HPN. The PAG and PHP units will:<br />

o Establish an HPN Editorial Board staffed by NYSDOH lead program<br />

experts in Wadsworth, Community Health, Environmental Health,<br />

Zoonoses Program to identify content of interest to practitioners, post it<br />

on the HPN<br />

o Use the alert system to notify practitioners of new postings on HAN and<br />

materials of interest on commerce<br />

o Provide electronic training courses on the HPN as in pandemic flu<br />

preparedness and hot topics such as avian influenza.<br />

o Develop a process to allow CMEs to be provided for use of the HPN.<br />

• Promotion of Volunteer Sign Up. PHP program and BNE will partner with state<br />

and local professional societies to promote volunteer sign-up as part of the HPN<br />

registration process for prescription pad registration.<br />

• Maintenance of Up to Date Contact Information for Practitioners in<br />

ComDir. ComDir will be the authoritative source of practitioner contact<br />

information. Assurance of accurate and up to date contact information in ComDir<br />

will be achieved by assuring practitioners’ offices are brought on to HPN as<br />

organizations and that they have coordinators who update contact information on<br />

behalf of the practice. Utilizing the notification system to deliver alerts, advisories<br />

and informational messages describing available content of interest will be an<br />

incentive to practitioners to keep their accounts active and contact information up<br />

to date. Commerce logins will be modified to require review/update of contact<br />

information every 3 months.<br />

• Program development of HERDS Tracking Forms. NYSDOH PHP program<br />

will work with BHNSM to develop the required HERDS forms for volunteer<br />

resource deployment, needs and availability reporting by LHDs and health<br />

facilities.<br />

6. Information and Data Sharing and Linkage<br />

HERDS PHP surveys of LHDs demonstrate that they share case information with<br />

other LHDs and hospitals. NYSDOH has established regional, cross jurisdictional<br />

executive dashboard system on Commerce that was used in support of the Republican<br />

National Convention planning and preparedness. The system provides regional access<br />

to linked data sets across all data systems within the commerce information domain<br />

that relate to support of planning, preparedness, surveillance and response for a PHP<br />

event. Data sharing agreements will be implemented to facilitate active statewide<br />

and/or regional cross-jurisdiction participation in the dashboard system for data<br />

sharing, visualization and linkage in a widespread PHP event. PHP Program, house<br />
