NYSDOH Notification System: Business Rules for Local Health Departments,<br />

Hospitals, NYSACHO, and other IHANS Partner Organizations<br />

The purpose of the NYSDOH Notification System is to provide Agencies with a capacity<br />

for exchanging routine and emergency communications with our partners in public health<br />

and healthcare preparedness and response, that is: is<br />

• Integrated and comprehensive<br />

• Accurate and immediate<br />

• In alignment with the grant requirements of CDC and work being done by other<br />

States and major cities across the nation.<br />

NYSDOH has a single, NYSDOH enterprise-wide notification system developed under<br />

the CDC Public Health Preparedness grant. The integrated notification system is a<br />

powerful application that will utilize contact information stored within the<br />

HIN/HPN/HAN communications directory to send critical health alerts and advisories to<br />

key individuals in roles or key office locations during emergency situations. NYSDOH<br />

will use this system to notify Local Health Departments (LHDs), hospitals, other<br />

healthcare providers and emergency response organizations of healthcare alerts,<br />

advisories and updating information. NYSDOH will always inform the LHDs which<br />

other provider organizations and emergency response organizations have also received a<br />

given notification.<br />

The notification system will also integrate with all NYSDOH applications such as<br />

HERDS that generate automated alerts to users. It also will provide a simple user<br />

interface to generate manual alerts.<br />

Overview:<br />

• Currently: The notification system permits different level of notification<br />

depending on the urgency of the message. For the most urgent alerts, the system<br />

will be programmed to attempt to contact these key individuals by multiple means<br />

defined in the Person’s Emergency Contact Information, with the intelligence to<br />

know if an answering machine, busy or no answer has been reached. The system<br />

has the ability to track the progress of a phone alert/advisory and record the<br />

number of positive contacts it has made during the course of the alert and provide<br />

a confirmation report for the sender. The system can generate both text and voice<br />

messages that may easily be created by the sender. Details of the incident will not<br />

be contained in the notification message.<br />

• Attachments to emails sent by NYSDOH users only (not available for faxes at this<br />

time) are allowed for Informational level messages only, for which the context is<br />

not considered highly secure or sensitive.<br />

• The system also has the capability of posting the notification messages on the<br />

HAN homepage. Postings may be made public or for targeted audience. Public<br />

postings are viewable by the entire Commerce system audience, whereas target<br />

audience postings are only viewable by the recipients of the notification.<br />
