Section 3: Healthcare <strong>Plan</strong>ning and Emergency Response<br />

• Recruit and train volunteers in coordination with LHDs, OEM,<br />

hospitals and other health care facilities/agencies.<br />

Local Health Departments:<br />

• Recruit and train volunteers in coordination with OEM, hospitals<br />

and other health care facilities/agencies.<br />

• Notify NYSDOH Regional Epidemiology Office of diagnosed<br />

influenza cases within the community, including those reported<br />

by adult homes.<br />

State Health Department:<br />

• Issue additional guidance that addresses the wide variations<br />

across ACF providers.<br />

• Routine flu advisory to health care providers encouraging<br />

vaccination.<br />

• Health Alerts will be posted on the HPN, and blast fax alerts will<br />

be sent to adult homes, advising attention at once to the<br />

HPN/HAN.<br />

• NYSDOH Regional Offices will review facilities’ emergency<br />

plans for ability to receive an influx of patients from the<br />

community.<br />

• When necessary the NYSDOH Regional Offices will investigate<br />

(via phone call to facility) any reported outbreaks.<br />

• Continue to recruit volunteers on the NYSDOH Public Health<br />

Preparedness Volunteer Practitioner Database.<br />

<strong>Pandemic</strong> Period<br />

Adult Home Providers:<br />

• Review emergency preparedness plans and infection control<br />

principles (e.g., respiratory precautions, hand hygiene) with staff.<br />

• Be prepared to implement the surge plan.<br />

• Inform facility staff, visitors, vendors and subcontractors of the<br />

emergency situation.<br />

• Administrators will notify NYSDOH Regional Office and LHD<br />

of all influenza diagnoses.<br />

• Instruct all personnel to report influenza-like symptoms/illness to<br />

employee health or designated staff immediately.<br />

• Be prepared to make reports to NYSDOH through HERDS<br />

regarding influenza cases, staffing and resources levels and<br />

census.<br />

• Review and post contact numbers (see above) in a readily<br />

accessible location. Include both a primary and secondary<br />

method of communication (e.g., phone, fax, e-mail) where<br />

possible.<br />
