Section 8: Travel-Related Disease Control and Community Prevention<br />

treatment, if required, and other essential supplies/services (e.g., day care or<br />

elder care) to those confined at home, hard to reach/special needs groups,<br />

children, and persons with disabilities. Conduct training.<br />

• Promote awareness of CDC and WHO travel advisories.<br />

• During the pandemic alert period, implement individual-level containment<br />

measures (e.g., patient isolation and identification, monitoring, and quarantine<br />

of contacts) that may be useful in slowing the spread of pandemic influenza.<br />

• Consider community-level containment measures that decrease social contact<br />

within groups or whole communities (e.g., quarantine of groups of exposed<br />

persons, cancellation of public events, closing recreational facilities, public<br />

buildings, snow days, and self-shielding).<br />

Schools, Workplaces:<br />

• Develop a pandemic plan that includes continuity of essential operations and<br />

modified operation during “snow days.” Identify procedures for issues related<br />

to employment compensation and job security.<br />

Shopping Areas, Theatres, Sports Arenas:<br />

• Develop a pandemic plan for containment measures that decrease social<br />

contact (e.g., cancellation of public events, closing recreational facilities and<br />

public buildings, and snow days).<br />

<strong>Pandemic</strong> Period<br />

State Health Department:<br />

• Early in the pandemic period, support federal quarantine station personnel at<br />

all land, water, and air ports of entry.<br />

• Implement procedures at the State-level for issues related to employment<br />

compensation and job security.<br />

• Determine when individual case management and travel-related containment<br />

measures are not warranted and advise LHDs.<br />

• Coordinate operation of isolation and quarantine as a back-up to LHD<br />

capacity.<br />

Local Health Departments:<br />

• Implement community response plan for pandemic influenza in collaboration<br />

with local partners.<br />

• Isolate ill persons and quarantine contacts to the ill person arriving in an area<br />

where influenza has not begun to circulate, as needed.<br />

• Conduct assessments of homes and special isolation and quarantine facilities<br />

to ensure their suitability for isolation and quarantine.<br />

• Coordinate the monitoring of individuals in isolation and quarantine for as<br />

long as individual case management is warranted.<br />

• Coordinate operation of specialized isolation facilities, as needed.<br />

• Coordinate community-level containment measures that decrease social<br />

contact within groups or whole communities (e.g., quarantine of groups of<br />
