3. Receipt and Sign-off<br />

A designated NYSDOH physician or representative will be dispatched to the<br />

mobilization site to meet and sign for assets. The State Health Commissioner may<br />

designate a local physician, working under the auspices of the affected LHD, as the SNS<br />

receiving physician.<br />

4. Repackaging<br />

In consultation with local officials, the determination will be made as to where<br />

repackaging efforts will be undertaken. Repackaging may be required if short-term<br />

prophylaxis of individuals is directed. Staffing for repackaging efforts will be provided<br />

by State agency personnel and/or by local agencies per local plans (if existing), as<br />

required.<br />

5. Long-term Dispensing Operations<br />

NYSDOH officials will work with local heath officials to determine the need for<br />

extended or long-term dispensing efforts. <strong>Plan</strong>s will be developed utilizing pharmacies,<br />

postal service, health care facilities and PODs to accomplish these objectives.<br />

V. Activities by <strong>Pandemic</strong> Period<br />

Interpandemic Period<br />

State Health Department:<br />

• Continue to develop and refine pandemic plan.<br />

• Ensure that the proper storage requirements exist for the contents of the SNS<br />

during storage at the mobilization site and during transport.<br />

• Identify overflow storage facilities and make necessary arrangements for use.<br />

This may include contracts, memorandums of understanding, etc.<br />

• Examine systems requirements for the Vaccine/Antiviral Ordering System to<br />

ensure applicable tracking and distribution of influenza vaccine/antiviral.<br />

• Identify applicable transportation facilities to distribute vaccine/antiviral.<br />

Examples may include UPS and FedEx normal and custom critical.<br />

• Identify applicable supplies needed for standard shipping and monitor availability.<br />

• Identify applicable staff for backup to assist with receiving and distribution of<br />

vaccine/antivirals.<br />

• Develop/assemble applicable materials and train staff in storage, handling and<br />

distribution.<br />

• Identify backup or alternative distribution facilities to be used if required.<br />

• Identify sources of pneumococcal vaccine.<br />

Local Health Departments:<br />

• Determine county requirements based upon the guidance received from the<br />

NYSDOH priority groups.<br />

• Select a primary county staging site where assets may be delivered.<br />
