Section 7: Antiviral Medication Procurement, Distribution, and Use<br />

• Communicate updates in the guidelines for appropriate use of antivirals as<br />

the pandemic continues.<br />

• Continue to work with health care providers to ensure appropriate use of<br />

antivirals in the medical management of early cases and contacts.<br />

• Assist hospitals in implementing procedures for early detection and<br />

treatment of influenza in health care workers (see Section 4: Infection<br />

Control).<br />

Local Health Departments:<br />

• Activate plans for distributing and administering antivirals to persons in<br />

priority groups.<br />

• Distribute and deliver stockpiled supplies of antiviral, as appropriate to<br />

delivery sites that will administer them to priority groups.<br />

• Communicate updates in the guidelines for appropriate use of antivirals as<br />

the pandemic continues.<br />

• Continue to work with health care providers to ensure appropriate use of<br />

antivirals in the medical management of early cases and contacts.<br />

Healthcare Partners:<br />

• Limit the use of antivirals when the pandemic becomes more widespread<br />

to treat those who are at the highest risk of severe illness and death and to<br />

preserve the delivery of health care services and other essential critical<br />

services through early treatment and limited prophylaxis.<br />

• After vaccine becomes available use antivirals for those that may not have<br />

an optimal response to the vaccine or for whom the vaccine is<br />

contraindicated.<br />

• Target prophylaxis to priority groups.<br />

4. Antiviral Medication Safety<br />

Interpandemic and <strong>Pandemic</strong> Alert Periods<br />

State Health Department:<br />

• Work with CDC to plan for the capability to monitor drug susceptibility of<br />

the pandemic strain and monitor change over time.<br />

• <strong>Plan</strong> for the use of an IND protocol with a potential requirement to do<br />

active surveillance for all those receiving antiviral medication.<br />

• <strong>Plan</strong> for antiviral effectiveness and resistance studies and laboratory<br />

capacity.<br />

• Establish an antiviral adverse event monitoring system.<br />

• Appoint a physician to be the Adverse Event Coordinator for NYS.<br />
