Section 3: Healthcare <strong>Plan</strong>ning and Emergency Response<br />

• Work with State DOH to offer and coordinate infection control<br />

education and training of EMS personnel.<br />

• Coordinate and collaborate with the County Emergency Manager and<br />

EMS coordinator to identify alternate means for transporting noncritically<br />

ill patients to and between medical facilities.<br />

• Identify a liaison to the County Emergency Medical Services<br />

Coordinator.<br />

State Health Department:<br />

• Working with the LHDs to develop a plan to provide antiviral<br />

medications for prophylaxis and/or treatment of all direct care providers<br />

and essential ancillary staff should antivirals be made available for a<br />

novel influenza virus causing a pandemic. Levels of priority staff need<br />

to be established as antiviral availability may be limited.<br />

• Develop and provide infection control education and training of EMS<br />

personnel. Promote routine annual influenza vaccination of EMS<br />

personnel throughout the State.<br />

<strong>Pandemic</strong> Period<br />

EMS Agencies:<br />

• Identify agency resources that may be (or become) limited during a<br />

pandemic. Communicate with EMS Coordinator:<br />

o Staffing<br />

o Medical Supplies<br />

o Personal Protective Equipment<br />

• Monitor/identify critical gaps in ability to provide emergency medical<br />

services. Communicate with EMS Coordinator and LHD.<br />

• Implement plan to provide antiviral medications for prophylaxis and/or<br />

treatment of all direct care providers, essential ancillary staff and<br />

inpatients should antivirals be made available for a novel influenza virus<br />

causing a pandemic. Levels of priority staff and patients need to be<br />

established, as antiviral availability may be limited.<br />

Local Health Departments:<br />

• Coordinate/collaborate with agencies and the County EMS Coordinator<br />

as the influenza pandemic evolves.<br />

• LHD’s may be made aware of gaps in the ability of emergency medical<br />

services to provide service by reporting healthcare facilities (EMS<br />

agencies, emergency facilities, hospital beds, other treatment sites, and<br />

shortage of medical equipment). The County EMS Coordinator and<br />

Emergency Manager should be notified.<br />

• LHD’s should collaborate on implementation of response to identified<br />

gaps.<br />
