Regional and Local Health Offices are currently being trained and<br />

certified in the use of the alert tool. The alerting tool is available at:<br />

Notification recipients may be targeted by organization, roles,<br />

geographic location and by custom lists from the ComDir. The list<br />

• Automated Notification functions. IHANS also supports automated<br />

notification generation using XML messages. This supports alerting<br />

functionality of PHP applications such as HERDS. Thus, HERDS can<br />

automatically transmit alert level notifications to all affected health<br />

facilities and health jurisdictions when it is activated.<br />

• Testing and response. Local Health has participated in drills and just in<br />

time HERDS surveys for public health events (such as vaccine<br />

shortage in 2004), where the notification system was used. Response<br />

rate was 95% within the time frames allotted for LHDs to respond to<br />

the alert/ or information request. Drill involving cascade of Epi-X<br />

alert through NYSDOH commerce alert system to 180 recipients<br />

across 57 LHDs shoed 88% response rate in less than 30 min and 95%<br />

under 1.5 hrs. Statewide activation of HERDS for hospitals (250<br />

facilities) with automated alerting for electronic surveys related to<br />

actual public health events (e.g., Vaccine shortage, Threat level<br />

Orange, Hurricane Isabel ) shows hospital response rates at 90-95%<br />

within time allotted for hospitals to respond to information requested<br />

through HERDS. First time statewide activation of HERDS for<br />

nursing homes (672 facilities) for influenza vaccine inventory/needs<br />

survey resulted in 99% response rate. Individual practitioner contact<br />

information entered into ComDir through the BNE practitioner<br />

recruitment process was used to e-mail (27,000 practitioners) and fax<br />

(21,000) notifications to individual practitioners, 85% of the<br />

notifications were successfully delivered.<br />

d. Duty Officer System. NYSDOH maintains a duty officer system that provides<br />

for call routing and triaging of health emergency calls to appropriate PHP<br />

response personnel, including Epidemiology and Wadsworth public health<br />

lab. Contact information is provided in Appendix 13-A.<br />

e. Commerce Accounts Management. The Commerce Account Management<br />

Unit (CAMU) is responsible for establishment of accounts on the commerce<br />

system. An account ‘help desk’ is available for questions regarding account<br />

establishment (Appendix 13-A). Coordinators at health facilities and local<br />

health departments have access to electronic tools that allow them to request<br />

and monitor accounts for staff in their organizations. Health Facility (HPN)<br />
