VI.<br />

Activities by <strong>Pandemic</strong> Period<br />

Interpandemic Period<br />

State Health Department:<br />

• Activate the Interagency Taskforce on <strong>Influenza</strong> Preparedness<br />

State and Local Health Departments:<br />

• Ensure that pandemic plans are developed, either as an annex or supplement to the<br />

existing All Hazard Emergency Operations <strong>Plan</strong>s, or as stand-alone plans.<br />

• Identify, address and resolve crucial gaps in infrastructure and resources, laws<br />

and/or statutes which may interfere with an effective response.<br />

• Identify partner organizations that must have access to the NYSDOH E<br />

Commerce system and initiate outreach for all organizations to gain access and<br />

accounts for all key staff members.<br />

• Develop and maintain lists, including contact information, of partners, resources,<br />

and facilities using the NYSDOH communication directory.<br />

• Establish and maintain relationships with, and contact information for, key<br />

communications partners; facilitate risk communication training for the same.<br />

• Coordinate planning activities with bordering jurisdictions and unique populations<br />

as appropriate. This may include bordering counties, states, Native American<br />

nations, new immigrant populations, and certain religious enclaves and other<br />

countries (such as Canada and Mexico) to support optimal planning and response<br />

efforts.<br />

• Review, exercise, and modify the plan on a periodic basis.<br />

<strong>Pandemic</strong> Alert Period<br />

State Health Department:<br />

• Activate the Interagency Taskforce on <strong>Influenza</strong> Preparedness and meet with state<br />

agency partners to review and modify plan as necessary.<br />

• Activate enhanced surveillance and communications plans.<br />

State and Local Health Departments:<br />

• Meet with appropriate partners and stakeholders and review major elements of the<br />

plan and evaluate level of preparedness<br />

• Modify the plan as needed<br />

• Use NYSDOH E Commerce Notification tool and the Health Alert Network<br />

(HAN) for critical communications and notifications with key partners.<br />

• Coordinate with other counties, states, federal agencies and bordering<br />

jurisdictions as appropriate.<br />
