directory are linked to electronic roles in the workflow process of applications<br />

such as HERDS.<br />

• Each organization is therefore empowered to: (1) identify and<br />

appropriately assign in the directory those personnel who should<br />

function in electronic roles and access applications on commerce; and<br />

to (2) specify their own contact (personal and business) information.<br />

• Communications directory entries contain contact information for both<br />

non-person (place) locations and person-based roles. Organization’s<br />

directory coordinators and persons within roles are able to<br />

interactively prioritize method and time of contact depending on<br />

alert/notification level. Roles are customized by organization type.<br />

• Directory Coordinators have access to tools that facilitate management<br />

of their organizations view of the directory. Reports and alerts are<br />

periodically sent to coordinators regarding the quality, completeness of<br />

their data in the directory, ensuring their entries are up to date.<br />

• Coordinators and users of the IHANS (below) are able to create and<br />

store customized lists to be used in the alerting process.<br />

• Business rules established in collaboration with partner organizations<br />

allow for access to non-personal contact information.<br />

• Utilities for updating contact information, looking up contact<br />

information by organization and role and creation of contact lists are<br />

available on the commerce system at:<br />

• A lotus Notes interface to ComDir is also available to NYSDOH<br />

executive staff.<br />

c. Integrated Health Alerting and Notification System (IHANS). Sends and<br />

receives emergency notifications and informational messages using contact<br />

information listed for targeted roles in the Communications Directory. IHANS<br />

transmits notifications to individuals via multiple modes, e.g. e-mail, fax,<br />

secure web posting and phone call out (cell, pager, office or home phone),<br />

depending on level of incident (Appendix 13-B). IHANS is CAP/PHIN<br />

compliant. Business rules of use, access and notification level definitions are<br />

provided in Appendix 13-B.<br />

• Notification Tool. A web-based commerce application allows for<br />

sending electronic notifications. It is available for use only by defined<br />

roles at the State, regional and local level. It provides for notification<br />

as well as secure posting of content. Business rules for access, use and<br />

scope of alerting allowed are provided in Appendix 13-B. Tabular<br />

reports are available for monitoring completion and success rates of all<br />

notifications types. Redundant IVR systems (Interactive Voice<br />

Response) support phone and pager notifications. Phone notifications<br />

include confirmation of receipt functions. Notification content can be<br />

automatically posted on the NYSDOH HAN using the Notification<br />

tool (Appendix 13-B). Notifications can be made open to any<br />

commerce user or restricted to specific organizations and roles.<br />
