Section 7: Antiviral Medication Procurement, Distribution, and Use<br />

2. Prioritization<br />

Interpandemic and <strong>Pandemic</strong> Alert Periods<br />

State Health Department:<br />

• Develop state specific guidelines for prioritization of the use of antivirals<br />

based on the national guidelines in conjunction with LHDs, health care<br />

partners, other state agencies, community groups, and others.<br />

• Establish and convene a prioritization committee.<br />

• Identify, define, and quantify priority groups for antiviral use.<br />

• Communicate with the media, LHDs, and health care partners about<br />

prioritization decisions.<br />

• Develop relationships and agreements with groups within the state to<br />

facilitate antiviral distribution and use. Examples of such groups include<br />

tribal authorities and religious groups.<br />

• Identify and quantify the sites that would be needed to administer antiviral<br />

drugs (for example hospitals, clinics, nursing homes, alternative care<br />

facilities, etc.).<br />

• <strong>Plan</strong> for the use of standing orders to administer antivirals.<br />

• <strong>Plan</strong> for mass distribution of antivirals to priority groups if needed.<br />

Local Health Departments:<br />

• Identify, define, and quantify priority groups in local jurisdictions that are<br />

prioritized for antiviral use.<br />

• Communicate with the media and health care partners about prioritization<br />

decisions.<br />

• <strong>Plan</strong> for mass administration of antivirals to priority groups if needed.<br />

Healthcare Partners:<br />

• Identify, define, and quantify priority groups for antiviral use.<br />

• <strong>Plan</strong> for administration of antivirals to priority groups within health care<br />

facilities and practices.<br />

<strong>Pandemic</strong> Period<br />

State Health Department:<br />

• Review modifications, if any, to interim recommendations on antiviral use<br />

in selected groups.<br />

• Activate plans for distributing and administering antivirals to persons in<br />

priority groups.<br />

• Accelerate training on appropriate use of antiviral drugs among public<br />

health staff and health care partners.<br />

• Distribute and deliver stockpiled supplies of antiviral, as appropriate to<br />

delivery sites that will administer them to priority groups.<br />
