Section 3: Healthcare <strong>Plan</strong>ning and Emergency Response<br />

Local Health Departments:<br />

• Consult with NYSDOH regarding activation of HERDS to begin<br />

collection of hospital resources data.<br />

State Health Department:<br />

• Implement emergency response plans including continuous collection of<br />

data concerning medical and material supplies and their allocation.<br />

• Initiate a HERDS incident and begin data collection and analysis.<br />

• Communicate information to LHDs and appropriate level of Incident<br />

Command.<br />

E. Nursing Homes<br />

Interpandemic and <strong>Pandemic</strong> Alert Periods<br />

Nursing Home Providers:<br />

• Recruit and train volunteers in coordination with LHD, OEM and<br />

hospitals.<br />

• Review emergency plans including surge plan and staff call-down lists<br />

and revise as needed. Staff to be educated on any changes.<br />

• HPN Coordinator(s) to review and revise the Communications<br />

Directory, including Emergency Office 24/7 Contacts and Contact<br />

Persons.<br />

• HPN Coordinator(s) to obtain HPN accounts for all Contact Persons<br />

listed in the Communications Directory.<br />

• Reinforce infection control education and training of personnel,<br />

including strict adherence to hand hygiene and standard respiratory<br />

precautions.<br />

• Educate personnel on proper use of Personal Protective Equipment<br />

(PPE), including paper ‘surgical masks’, gowns and gloves.<br />

• Educate personnel and cognitively aware residents on avoidance of hand<br />

to mucous membrane contact, and need for thorough hand hygiene if<br />

such contact is made.<br />

• Instruct all personnel to report influenza-like symptoms/illness to<br />

employee health or designated nursing staff immediately.<br />

• Educate personnel on influenza, including epidemiology, signs and<br />

symptoms, and transmission.<br />

• Encourage personnel and residents to obtain appropriate influenza<br />

vaccines.<br />

• Investigate any clusters of influenza-like illness and report to LHD and<br />

NYSDOH. Nosocomial Outbreak Reporting Application (NORA) may<br />

be used for reporting influenza-like outbreaks to NYSDOH.<br />

• Review contact numbers for NYSDOH Regional Office and<br />

Duty Officer, LHD, local OEM and community partners with<br />

appropriate staff and maintain in a location readily accessible by<br />
