Section 12: H5N1 in Non-Human Animals<br />

State Health Department (NYSDOH):<br />

• Develop materials and help educate LHDs and healthcare providers about HPAI.<br />

• At the Wadsworth Center, conduct research about the patterns of AI in wild birds.<br />

• Partner with other state agencies to develop a NYS interagency AI plan and<br />

guidelines for surveillance and personal protection.<br />

Local Health Departments:<br />

• Using materials developed by NYSDOH and other state and federal agencies,<br />

help educate healthcare providers and the public about HPAI and potential risk to<br />

humans.<br />

• Triage questions about AI in animals to veterinary and agriculture officials.<br />

• Some local health departments may choose to participate with other agencies in<br />

avian influenza surveillance, testing, and control activities in birds.<br />

Healthcare Providers:<br />

• Refer patients with questions about AI in animals to veterinary and agriculture<br />

officials.<br />

<strong>Pandemic</strong> Period (activities similar to those in previous period, but increased in scope<br />

and intensity)<br />

Federal agriculture/wildlife agencies (USDA/APHIS, WS; USDOI/FWS):<br />

• Participate in routine surveillance, testing, and control activities for avian<br />

influenza in wild birds.<br />

• Participate in collection and testing system for wild birds as part of an enhanced<br />

influenza surveillance system.<br />

• Education for wild bird morbidity/mortality reporting.<br />

• If avian influenza is determined to be a risk for NY, provide personal protective<br />

gear for their workers handling birds likely to be infected.<br />

• If avian influenza is determined to be a risk for NY, provide guidance about<br />

personal protection for contact with wild animals.<br />

• If avian influenza is determined to be a risk for NY, coordinate occupational<br />

health issues for their workers including availability of human flu vaccine and<br />

antiviral drugs as indicated for workers handling birds likely to be infected.<br />

State Agriculture Department (NYSDAM):<br />

• Routine surveillance, testing, and control for avian influenza in birds and nonhuman<br />

mammals.<br />

• Participate in coordination of testing of wild and captive birds as part of an<br />

enhanced influenza surveillance system.<br />

• Education for bird morbidity/mortality reporting.<br />

• If avian influenza is determined to be a risk for NY, provide personal protective<br />

gear for their workers handling birds likely to be infected.<br />

• If avian influenza is determined to be a risk for NY, provide guidance about<br />

personal protection for contact with animals.<br />
