Section 5: Clinical Guidelines<br />

• Collect recommended specimens for diagnosis of novel influenza in consultation with<br />

the LHD.<br />

• Forward specimens to the Wadsworth Center after consultation with the LHD.<br />

Local Health Departments:<br />

• Help educate healthcare providers about novel and pandemic influenza.<br />

• Provide consultation and investigation of suspected novel influenza cases to<br />

healthcare providers in conjunction with the state health department.<br />

• Consult on collection of specimens of suspected novel influenza testing.<br />

• Facilitate the transfer of specimens to the Wadsworth Center.<br />

• Conduct follow-up of suspected novel influenza cases.<br />

• Conduct contact investigations.<br />

State Health Department:<br />

• Develop materials and help educate healthcare providers about novel and pandemic<br />

influenza.<br />

• Provide consultation to LHDs and healthcare providers as needed, on suspect novel<br />

influenza cases.<br />

• Provide updated information and materials to LHDs.<br />

• Develop a state stockpile of antiviral drugs.<br />

• Work with LHDs and Wadsworth Center to coordinate testing.<br />

HHS Agencies:<br />

• Develop and disseminate recommendations on the use of influenza diagnostic tests,<br />

antiviral drugs, and vaccines during a pandemic.<br />

• Develop a national stockpile of antiviral drugs for use during a pandemic.<br />

• Work with partner organizations to discuss and resolve clinical issues related to<br />

pandemic influenza response.<br />

• Assist ministries of health and WHO in characterizing cases of human infection with<br />

avian influenza A (H5N1) or other novel strains of influenza, particularly with regard<br />

to antiviral susceptibility, transmission parameters, and clinical outcomes.<br />

• Work with state and LHDs to investigate and manage suspected cases of human<br />

infection with avian influenza A (H5N1) or other novel strains of influenza.<br />

• Establish case definition and reporting mechanisms.<br />

<strong>Pandemic</strong> Period<br />

Healthcare Providers:<br />

• Regularly consult updates on case definitions, screening, laboratory testing, and<br />

treatment algorithms for pandemic influenza by accessing the NYSDOH Health<br />

Provider Network (HPN) (https://commerce.health.state.ny.us/hpn/).<br />

• Report pandemic influenza cases or fatalities as requested by the LHD and<br />

NYSDOH.<br />

• Collect recommended specimens for ongoing pandemic influenza surveillance and<br />

forward specimens as requested to NYSDOH Center after consultation with LHD.<br />
