<strong>Pandemic</strong> Alert Period<br />

State Health Department:<br />

• Continue training staff identified to assist with receiving and distributing<br />

vaccine/Antivirals.<br />

• Notify other NYSDOH affected partners supporting the breakdown and<br />

distribution effort Arrange for repackaging if necessary. This will be coordinated<br />

with the NYS Board of Pharmacy.<br />

• Provide staff support, equipment, patient information forms, protocols for receipt,<br />

storage and distribution, and adverse event monitoring.<br />

• Ensure the proper storage requirements the vaccine/antivirals at the central<br />

mobilization site and during transport.<br />

• Identify and assign technical specialists to support command, operations and<br />

planning associated with SNS receipt, repackaging and distribution efforts.<br />

Technical specialists may include physicians, pharmacists, logisticians, GIS<br />

personnel, etc.<br />

• Assist the locality by providing protocols for distribution, adverse event<br />

monitoring, and other support as coordinated or requested.<br />

• Monitor supplies and insure availability in all areas.<br />

• Monitor backup facility availability and readiness.<br />

• Monitor transportation availability from private contractors.<br />

Local Health Departments:<br />

• Assess their local vaccine/antiviral resources.<br />

• Ensure the proper storage of any items received.<br />

• Ensure the security of any items received both at the county staging site and at the<br />

POD in accordance with the State Education Department Board of Pharmacy<br />

standards.<br />

• Ensure adequate staffing at county designated PODs to ensure patient safety,<br />

including adequate staffing to screen patients for contraindications, ensure<br />

medical consultation on-site, ensure patient education, and immunize and/or<br />

dispense medications in accordance with NYSDOH and State Education<br />

Department requirements.<br />

• Develop a distribution plan to support local sites such as hospitals, diagnostic and<br />

treatment centers, and other healthcare providers.<br />

<strong>Pandemic</strong> Period<br />

State Health Department:<br />

• Obtain guidance from health officials on level of severity or impact relative to<br />

NYS population.<br />

• If severity is sufficient and vaccine supply exists at SNS, vendor managed<br />

inventory (VMI) or other CDC-designated location, order vaccine to inoculate<br />

part/all of affected population<br />
