Section 3: Healthcare <strong>Plan</strong>ning and Emergency Response<br />

<strong>Pandemic</strong> Period<br />

Home Health Agencies:<br />

• Implement surge plan; work with all available resources including other<br />

agencies, family and facility based providers such as hospitals and<br />

nursing homes to provide necessary services to Level 1 patients.<br />

• Maintain frequent contacts with Level 2 and Level 3 patients to assess<br />

their needs and the continued availability of back up caregiver support<br />

will be necessary as the conditions of these individuals may change<br />

rapidly and unpredictably.<br />

• Conduct frequent monitoring of patients and staff for signs and<br />

symptoms of disease and the need for potential quarantine.<br />

• Continue immunization efforts.<br />

• Report information on influenza cases, patient census, staffing and<br />

ability to provide care in accordance with NYSDOH requests.<br />

• Work with LHD and county OEM to secure volunteers if necessary.<br />

• Alert OEM health desk regarding any emergency resource needs.<br />

• Activate and deploy recruited and trained volunteers.<br />

• Request additional volunteers from OEM if necessary.<br />

Local Health Departments:<br />

• Work with NYSDOH to update public regularly as the influenza<br />

pandemic unfolds.<br />

• Activate and deploy volunteers to assist in public health efforts (e.g.,<br />

public health home care visits, isolation/quarantine visits)<br />

• Request additional volunteer resources from local OEM to assist public<br />

health if necessary. If not necessary, assist as needed or directed by<br />

OEM.<br />

State Health Department:<br />

• Continue to provide information through the HPN, and other<br />

communication channels to the HHAs.<br />

• Assist agencies’ efforts to obtain additional resources by facilitating<br />

approval for agencies to provide care in counties not on their license.<br />

• Assist LHDs that operate HHAs with their Public Health activities (e.g.,<br />

POD) to free staff to care for Level 1 patients.<br />

• Monitor hotline activities and contact individual HHAs as necessary.<br />

• Communicate with the appropriate level of SEMO to determine the<br />

status of needed health care volunteers.<br />

• Activate and deploy volunteers as demand for volunteers at the local<br />

level exceeds local resources in accordance with ICS.<br />
