Inter-Community and Inter-County Medical Trips<br />
Much has been written elsewhere about the need for medical trips which are usually lengthy<br />
and typically require individuals to travel to regionally-based medical facilities. This is a statelevel<br />
policy issue that relates to Medi-Cal reimbursement to public transit for medical trips<br />
provided to the eligible Medi-Cal population. At present, <strong>California</strong> is unique among the states<br />
in not reimbursing public transit for non-emergency medical transportation. In many other<br />
areas <strong>of</strong> the country, this is a significant funding source for this type <strong>of</strong> transportation. In<br />
short, there needs to be continued policy focus and attention, at both federal and state levels,<br />
to this type <strong>of</strong> transportation, even as local initiatives are implemented to assist in meeting<br />
long-distance, medically related transportation need.<br />
The <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> region is highly unusual in that its CTSA is a Medi-Cal vendor, and yet it<br />
cannot serve all potentially needed Medi-Cal trips, given state policy about Medi-Cal<br />
transportation reimbursement. Nonetheless, in the stakeholder surveys and interviews,<br />
documented in Chapters 3 and 4, medical trip needs, traveling between communities and in<br />
some instances out <strong>of</strong> the county, are a continuing unmet trip need. This is particularly the<br />
case between <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> County and <strong>San</strong>ta Barbara County given changes in the<br />
manner in which low income health care is being provided.<br />
Geographic Areas <strong>of</strong> Need<br />
All efforts to improve the connectivity <strong>of</strong> public transit services across the <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong><br />
region will serve the consumers <strong>of</strong> the target populations, including improving all aspects <strong>of</strong><br />
transferring between the regions’ multiple public transit operators. Specific corridors <strong>of</strong> need<br />
were identified in the north coast and north county areas, in the south county and, for<br />
medically-related purposes, between communities and to neighboring counties.<br />
