SAN LUIS OBISPO REGION<br />

COORDINATED HUMAN SERVICES-PUBLIC TRANSPORTATION PLAN<br />

• In North County, Paso Robles area, there is a very large migrant population. Very lowincome<br />

populations in Creston, Shandon, <strong>California</strong> Valley and <strong>San</strong> Miguel have a 25 to<br />

40 mile trip to reach Paso Robles or Atascadero and much further to reach services into<br />

<strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong>.<br />

• South County trips are <strong>of</strong>ten across the county line, between South <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> and<br />

North <strong>San</strong>ta Barbara Counties. Travel distances to those destinations are <strong>of</strong>ten shorter<br />

than to the City <strong>of</strong> <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong>.<br />

• Ride-On high fares are extremely difficult for low-income people.<br />

• There is confusion about how to use Ride-On, as to who is eligible and how to request a<br />

trip and which telephone number to call.<br />

• The Social Services Transportation Advisory Council (SSTAC) membership needs to<br />

include more social service representation; some restructuring <strong>of</strong> membership could help<br />

to promote coordination with human services organizations.<br />

Project Prioritization<br />

• The SLO region DSS mission is to promote: 1. Well-being; 2. Permanency; and 3. Selfsufficiency.<br />

Projects that support and promote these mission elements are important.<br />

Project Possibilities<br />

• Pilots that address the small, rural communities such as shuttles, although this may be<br />

difficult given the low density <strong>of</strong> people and the dispersed pattern <strong>of</strong> potential job sites.<br />

• Bus passes buy-down options, such as with Ride-On or other local providers.<br />

• Mechanisms to advise caseworkers <strong>of</strong> changes in transportation services, maybe by<br />

email notification.<br />

• Participation by DSS on the SSTAC to learn more about transportation systems, to be<br />

able to advise DPSS caseworkers and to participate in addressing unmet needs.<br />
