COORDINATED HUMAN SERVICES-PUBLIC TRANSPORTATION PLAN<br />

representatives <strong>of</strong> public, private, and non-pr<strong>of</strong>it transportation and human services providers<br />

and participation by members <strong>of</strong> the public.” 1<br />

This plan is responsive to that requirement <strong>of</strong> a locally developed, coordinated public transithuman<br />

services transportation plan. This approach ensures that eligible projects envisioned<br />

within the <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> region can be funded. Specifically, the plan’s goals should address<br />

the following general purposes and specific requirements:<br />

SAFETEA-LU’s Coordinated Locally-Developed Planning Process<br />

The Coordinated Locally-Developed Plan shall identify transportation needs <strong>of</strong><br />

individuals with disabilities, older adults and people with low incomes; provide<br />

strategies for meeting those local needs and prioritized transportation services for<br />

funding and implementation.<br />

Program Goals that the Plan shall address:<br />

Section 5310 -- Elderly Individuals and Individuals with Disabilities Program:<br />

Goal is to provide discretionary capital assistance in cases where public transit was<br />

inadequate or inappropriate to serve the transportation needs <strong>of</strong> elderly persons and<br />

persons with disabilities [FTA Circular 9070.1F, p. I-3]<br />

Section 5316 – Job Access and Reverse Commute Program: Goal is to<br />

“improve access to transportation services to employment and employment-related<br />

activities for welfare recipients and eligible low-income individuals.” [FTA Draft<br />

Circular, September 2006, p. II-1] From the House <strong>of</strong> Representatives conference<br />

report, that the FTA would “continue its practices [with this program] <strong>of</strong> providing<br />

maximum flexibility to job access projects designed to meet the needs <strong>of</strong> individuals<br />

not effectively served by public transportation”. [HRC Report 109-203, Section 3018].<br />

Section 5317 – New Freedom Program: Goal is to “provide additional tools to<br />

overcome existing barriers facing Americans with disabilities seeking integration into<br />

the work force and full participation in society.” [FTA Draft Circular, September 2006,<br />

p. II-2]<br />

1.2 AT THE STATE LEVEL<br />

Various state-level coordination initiatives provide a context for and have relevance to the<br />

preparation <strong>of</strong> a “locally developed plan.” Some precede SAFETEA-LU’s coordination planning<br />

requirements and some anticipate them. <strong>California</strong> has since the late 1970’s recognized the<br />

value <strong>of</strong> coordination <strong>of</strong> transportation services to consumers. AB 120, the Social Services<br />

Transportation Improvement Act, was passed by the <strong>California</strong> legislature in 1979. Amended<br />

by SB 826 in 1981, the Act established the authorizations for the Consolidated Transportation<br />
