COORDINATED HUMAN SERVICES-PUBLIC TRANSPORTATION PLAN<br />

Approximate funding levels coming into the <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> region are estimated for FY 05/06<br />

and FY 06/7 as follows, with the anticipation that gradually increasing annual funding amounts<br />

will come to the region for the next 3 years <strong>of</strong> the SAFETEA-LU authorization. As shown in<br />

Table 7-1, the UZA-part <strong>of</strong> the funding under JARC is approximately double the funding level<br />

under New Freedom. Section 5310 funding is based upon competitively awarded grants and<br />

will vary from year to year.<br />

UZA – Urbanized Areas with population above 50,000.<br />

The FTA grant funds, which the <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> region has access to, fall into two categories:<br />

Small urbanized areas (population at 50,000+ residents), and rural areas. The <strong>State</strong> <strong>of</strong><br />

<strong>California</strong> receives those two categories <strong>of</strong> funds on an annual basis. The first programming<br />

cycle (FY 05/06) was implemented by <strong>Caltrans</strong> in August 2006 with three projects funded in the<br />

region:<br />

• $81k – JARC funds to Regional Rideshare for 511 – Customer Information (combined<br />

small urban and rural funds)<br />

• $18k – New Freedom funds to RTA/Runabout for ADA – after hours operation<br />

(combined small urban and rural funds) and<br />

• $20k – New Freedom funds to Ride-On for expanded Community Interaction program<br />

(small urban funds in <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> and North County UZA’s)<br />

These projects will begin in FY 07/08 due to the delay in <strong>Caltrans</strong> grant awards process,<br />

although those funds must be spent by September 30, 2008. Since the first cycle was<br />

completed, <strong>Caltrans</strong> released estimated “carry over” funds from the FY 05/06 cycle in the<br />

magnitudes below:<br />

• JARC (Section 5316) at $1.7 million (small UZA) and over $800k (rural)<br />

• New Freedom (Section 5317) at $1.2 million (small UZA) and close to $500k (rural).<br />
