COORDINATED HUMAN SERVICES-PUBLIC TRANSPORTATION PLAN<br />

8.6 SEQUENCING AND PRIORITIZATION OF RECOMMENDATIONS<br />

This plan proposes the enhancement and improvement <strong>of</strong> the existing network <strong>of</strong> transportation<br />

services through coordination -- specifically for seniors, persons with disabilities and persons <strong>of</strong><br />

low income. A coordination vision is proposed <strong>of</strong> improved mobility for the target populations.<br />

To accomplish this vision, several dozen implementing actions and strategies have been<br />

detailed in Table 8-2, with the expectation that there will be incremental implementation and<br />

refinement <strong>of</strong> actions and strategies over the next few years. The strategies outlined in the table<br />

should be viewed as guidance for public transit and human and social service agencies, as<br />

actual projects developed by stakeholders will be based upon their specific needs, resources<br />

and ability and willingness to work to establish coordination relationships with others. Phases <strong>of</strong><br />

activity are recommended, as follows.<br />

8.6.1 Phase I – Establishing Coordination Infrastructure (Goal 1)<br />

<strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> Region Regional Mobility Manager<br />

The establishment and implementation <strong>of</strong> the Regional Mobility Manager (RMM) function in the<br />

<strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> Region is the fundamental recommendation <strong>of</strong> the coordinated plan. It is<br />

recommended that a Regional Mobility Manager, including the advisory body discussed in the<br />

detail following be put into place within one to two years.<br />

As discussed previously, RMM roles and responsibilities can either be designated to an existing<br />

agency/organization, or a newly created entity can be formed. The RMM should serve to further<br />

the goals outlined in the plan, and focus on efforts to establish relationships between public<br />

transit and human and social service agencies, including technical assistance and cooperation<br />

for developing coordinated transportation plans, programs and projects.<br />

This essentially means that the RMM guided by an advisory body comprised <strong>of</strong><br />

representatives from the public transit and human and social service sectors should initially<br />

serve as the clearinghouse for developing information and technical resources that can enhance<br />

accessibility to and information about both public transit and human and social service agencies<br />

and organizations based on transportation services available within the region as a whole. As<br />

coordination efforts evolve, the role <strong>of</strong> the RMM can conceivably be expanded to broker<br />

services and/or directly provide services.<br />

In order to ensure that the RMM will remain committed to a proactive coordination agenda, it is<br />

recommended that the advisory body <strong>of</strong> public transit and human and social service agencies<br />

and organizations include only those willing and interested in working together. The advisory<br />

body should focus on meeting pre-determined objectives aimed at specialized transportation<br />

needs in the <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> Region. Therefore, those electing to participate in the RMM<br />

advisory group would conceivably:<br />

Represent organizations, agencies and entities with an interest in addressing the issues<br />

relative to the target populations’ transportation needs;<br />

Have the consent and support <strong>of</strong> executive management within their own<br />

organization/agency to regularly and actively participate on the advisory body;<br />
