Attendees included representatives from Dept. <strong>of</strong> Social Services, <strong>Caltrans</strong>, Achievement<br />
House, NCI, Silver Lining/ Senior consultant, Supervisor Harry Ovitt’s <strong>of</strong>fice, City <strong>of</strong> Paso<br />
Robles Administrative Services, <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> School District, Economic Opportunity<br />
Commission, North County Homeless Services, Parent advocate for special needs, Paso<br />
Robles Police Dept., Coast Healthy Start/Coast Unified School District.<br />
Needs Identified<br />
Consumer group needs:<br />
• Transportation problems <strong>of</strong> the oldest-old include difficulty paying for services. RTA<br />
doing a good job with GOLD pass, free fare for 80 year-olds.<br />
• Concern about oldest old driving. Seniors night vision is impaired and day time vision<br />
also weakens. Volunteers in some programs are 86 and 90.<br />
• Communication an issue – but difficult for human services personnel to know with whom<br />
to communicate about transportation when they are not in the transportation loop. For<br />
example, there are new apartments planned in Paso Robles, but not clear that fixed<br />
route transit will go near these. Active participation is the challenge.<br />
• Ride-On contracted with Tri-Counties Regional Center to bring consumers to NCI so<br />
long as they could meet certain criteria (related to numbers <strong>of</strong> clients and types <strong>of</strong> trips).<br />
Tri-Counties Regional Center is purchasing trips to and from the day program and work<br />
activity program but is not funding supported employment trips or IP trips. These trips<br />
take place during the day. NCI has considered contracting directly with Ride-On but<br />
these would be $12 per trip and that is not affordable as NCI has to take this out <strong>of</strong> its<br />
direct operations budget. NCI has worked to get more consumers onto Paso Robles<br />
transit services where possible.<br />
Geographic-based needs:<br />
• EOC Homeless services requests bus line from Cambria to Paso Robles for medical<br />
and urgent care for homeless persons, along Highway 46. Transportation is a huge<br />
issue for the case managers. Need transportation to get to appointments; parents with<br />
children have problems; have to get to SLO in order to get to Paso Robles. 8 a.m. and<br />
mid-day shuttle times suggested, even a few days a week would be <strong>of</strong> assistance.<br />
• Current North County trips require coming down to <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> and transferring to<br />
get a bus to Paso Robles.<br />
• Access from <strong>San</strong> Simeon to medical facilities in Paso Robles is important.<br />
• High need/ remote and un-served areas include: Shandon, Creston, Cambria, <strong>San</strong><br />
Miguel.<br />
• Social services staff members are taking clients at their own expense from these most<br />
remote areas; not enough funding in their budgets to sustain.<br />
• Bus ride from the main Cuesta College campus in <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> to Paso Robles<br />
takes 2 ½ hours (shorter trip possible by timed transfer since Aug 2007).<br />
