SAN LUIS OBISPO REGION<br />
COORDINATED HUMAN SERVICES-PUBLIC TRANSPORTATION PLAN<br />
Develop a transit data collection process to assist human and social service<br />
agencies and organizations operating transportation (or their contractors). Establish trip<br />
counting procedures to ensure accuracy and consistency in tracking seniors, persons with<br />
disabilities and low-income trips. At a minimum human and social service agencies should<br />
collect data in the following categories:<br />
• One-way passenger trips (boardings)<br />
• Passenger pick-up and drop-<strong>of</strong>f points by zip code<br />
• Passenger pick-up and drop-<strong>of</strong>f points by street address<br />
• Passenger trip purposes<br />
• Time <strong>of</strong> day<br />
The data collection and reporting methodologies should reflect an understanding <strong>of</strong><br />
certain categories <strong>of</strong> client information under the Health Insurance Portability and<br />
Accountability Act (HIPAA) and the Lanterman Developmental Disabilities Act (i.e. street<br />
address, etc.).<br />
This project will provide information on the level <strong>of</strong> services operated in the region, and<br />
will help to identify patterns <strong>of</strong> travel; this is useful for planning new and/or expanded<br />
services. This will also promote participation <strong>of</strong> human and social service agencies as<br />
partners with public transit in the planning and development <strong>of</strong> coordinated services.<br />
Moreover, data collection efforts can also be used as justification for SLOCOG in their<br />
efforts to gain the necessary financial support and resources from Federal and <strong>State</strong><br />
agencies.<br />
Assess the potential to implement future coordinated service delivery models that<br />
use volunteer labor in a structured, close geographic setting. We recommend review <strong>of</strong><br />
“The Volunteer Driver TurnKey Kit”, a tool for meeting specialized transportation needs.<br />
This is an online resource and includes planning, implementation, and evaluation<br />
materials for organizations interested in starting volunteer driver programs. The<br />
Volunteer Driver TurnKey Kit also includes resources on the Volunteer Friends model - a<br />
specialized pilot program for providing volunteer rides for seniors (Appendix D).<br />
Conduct an annual inventory to build and nurture the coordination environment.<br />
This activity will ensure that the data on transportation services, resources and needs is<br />
current, and can <strong>of</strong>fer a sound basis for coordinated planning activities. The database<br />
can also be modified to serve as the nucleus for tracking and monitoring coordinated<br />
plans and projects.<br />
Develop additional processes and avenues to facilitate bus pass purchase<br />
programs for human and social service agencies.<br />
