CHAPTER 8: RECOMMENDATIONS<br />
8.1 TRANSLATING NEEDS INTO PROJECTS<br />
The many individualized needs that emerged through discussions with agency and organization<br />
staff representatives and with consumers, begin to suggest project responses. Projects can be<br />
discussed in relation to the types <strong>of</strong> consumers whose needs are to be met as with senior<br />
transportation, or the types <strong>of</strong> trips needed, as with non-emergency medical transportation, or<br />
possibly in relation to the types <strong>of</strong> improvements to transportation that are necessary to serve<br />
members <strong>of</strong> the target populations.<br />
Table 8-1 illustrates the connection between different types <strong>of</strong> consumers’ needs and potential<br />
project responses applicable to those needs. The table shows the following:<br />

Various target groups or sub groups, whose transportation needs are the main focus <strong>of</strong><br />
this plan;<br />
The breadth <strong>of</strong> special needs and concerns typically expressed by seniors, persons with<br />
disabilities and low income persons and their agency/organization representatives (per<br />
the earlier stakeholders’ outreach findings in Chapters 4 and 6);<br />
The transit and/or specialized transportation “modes” and options currently used,<br />
(operated by either public transit or by human and social service agencies); and<br />
Several potential project-oriented solutions identified as a result <strong>of</strong> the inventory and<br />
county-wide stakeholder outreach process, designed to meet specific needs.<br />
Consideration <strong>of</strong> these factors guided the development <strong>of</strong> the actions plan goals,<br />
objectives and strategies detailed later in Section 8.4.<br />
