COORDINATED HUMAN SERVICES-PUBLIC TRANSPORTATION PLAN<br />
8.4 PLAN VISION AND GOALS<br />
The following overall vision is proposed for <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> locally developed coordination<br />
action plan:<br />
IMPROVED MOBILITY FOR SAN LUIS OBISPO REGION SENIORS,<br />
PERSONS WITH DISABILITIES AND PERSONS OF LOW INCOME<br />
The project team has developed three (3) goals to accomplish coordination <strong>of</strong> transportation<br />
between public transit and human and social service agencies and organizations in the county.<br />
The Coordinated Plan goals are as follows:<br />
1. Establish a coordination infrastructure to promote coordination within and between public<br />
transit agencies and the human services organizations.<br />
2. Build capacity to meet individualized mobility needs.<br />
3. Promote information portals to enable numerous <strong>of</strong> points <strong>of</strong> access to transportation<br />
information.<br />
These three goals are supported by fifteen (15) implementing objectives and fifty-three (53)<br />
implementing actions, strategies and projects. The goals, objectives, implementing actions,<br />
strategies and recommended projects are discussed below and outlined in Table 8-2.<br />
Goal 1 - Coordination Infrastructure<br />
Given the level and diversity <strong>of</strong> needs in the region, a regional approach to facilitating<br />
coordination is needed, as no one agency or organization has the resources to facilitate the<br />
necessary cultural, institutional and operational changes needed to accomplish coordination<br />
goals. Coordination in the <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> region cannot be accomplished without dedicated<br />
staff and financial resources. Projects funded under this goal should establish and/or further the<br />
development <strong>of</strong> the regional mobility concept. The specific objectives proposed under this goal<br />
include:<br />
1.1 Establish a Regional Mobility Manager function to provide leadership on coordination <strong>of</strong><br />
specialized transportation within the <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> region.<br />
1.2 Establish the Regional Mobility Manager’s role in developing and “growing” projects<br />
responsive to regional coordination goals and objectives.<br />
1.3 Promote human service agency-level Mobility Manager’s capabilities through the Call for<br />
Projects and through outreach by Regional Mobility Manager.<br />
1.4 Develop visibility around specialized transportation issues and needs, encouraging high<br />
level political and agency leadership.<br />
1.5 Establish a SLOCOG Call for Projects process sufficiently flexible for applicants to design<br />
and implement projects responsive to identified needs.<br />
1.6 Report on project performance, promoting project successes to regional partners and at<br />
state and federal levels.<br />
