COORDINATED HUMAN SERVICES-PUBLIC TRANSPORTATION PLAN<br />
CHAPTER 4: QUALITATIVE NEEDS ASSESSMENT – STAKEHOLDER<br />
OUTREACH<br />
This chapter presents findings from a series <strong>of</strong> public outreach meetings in the <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong><br />
region. SAFETEA-LU requires that a plan must be developed through a process that includes<br />
representatives <strong>of</strong> public and private and non-pr<strong>of</strong>it transportation and human services<br />
transportation providers and participation by members <strong>of</strong> the public. This describes the<br />
approach to and findings <strong>of</strong> that effort for the <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> region. This qualitative needs<br />
assessment validates and extends the survey findings presented in Chapter 3 and lays the<br />
groundwork for the plan’s recommendations.<br />
4.1 INTRODUCTION<br />
The <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> Region Coordinated Human Services-Public Transportation Plan will<br />
ultimately articulate a unified comprehensive strategy for public transportation delivery that<br />
speaks specifically to the mobility needs <strong>of</strong> three target populations: 1) seniors, 2) persons with<br />
disabilities, and 3) persons with limited means. Outreach to and involvement <strong>of</strong> agencies and<br />
organizations that operate transportation and/or provide other services to the target populations<br />
is critical to the preparation <strong>of</strong> the locally developed plan.<br />
Outreach reported here describes the process <strong>of</strong> the initial phases <strong>of</strong> the plan. Included in<br />
appendix C, and potentially addressed in the final recommendations are comments and<br />
responses received from the review <strong>of</strong> the August 2007 Draft Plan.<br />
4.2 OUTREACH OBJECTIVES AND METHODOLOGY<br />
The outreach effort for the <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> region was conducted to address the FTA plan<br />
development guidance and achieve the following objectives:<br />
• Lay the ground work for the stakeholders’ survey and encourage response;<br />
• Obtain views and perspectives <strong>of</strong> stakeholder agencies/ organization and clients/<br />
consumers on coordination <strong>of</strong> transportation services;<br />
• Inform and educate stakeholders about capacity building strategies to achieve<br />
coordination in the human and social services sectors <strong>of</strong> transportation;<br />
• Build goodwill and cooperative relationships with key stakeholders and the communityat-large;<br />
and<br />
• Invite agencies to anticipate a continuing process by building a strengthened relationship<br />
with public transportation providers and SLOCOG.<br />
Reported here are the activities conducted January through May 2007, towards accomplishment<br />
<strong>of</strong> these objectives.<br />
Recognizing the need to reach as many stakeholders as possible in a relatively short time, with<br />
constrained resources, the A-M-M-A project team developed an approach designed to:<br />
