does indicate that statistically, there is increased incidence <strong>of</strong> disease processes, <strong>of</strong> falling, that<br />
results in mobility impairments and <strong>of</strong> the consequences <strong>of</strong> stroke and heart disease, as well as<br />
various chronic conditions or degenerative processes that can limit mobility. 9<br />
For persons age 85 and older, these rates <strong>of</strong> higher incidence <strong>of</strong> chronic disease and<br />
impairment increase more dramatically. This population is highly likely, although certainly not<br />
every individual in this group, to have increased special needs and requirements when it comes<br />
to moving about their local community. This group is also the subset <strong>of</strong> the senior population<br />
that is expected to grow at the fastest rate with the aging <strong>of</strong> the baby boomers.<br />
In total then, this suggests that between 57,213 and 60,107 <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> County residents<br />
in 2000 were among the target populations <strong>of</strong> seniors, persons with disabilities and persons <strong>of</strong><br />
low income.<br />
3.4.3 Future Population Projections<br />
Anticipating future population impacts, <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> County provides population projections<br />
for the region are presented in Table 3-12. For the purpose <strong>of</strong> this study, 2010, 2020, and 2030<br />
estimates are presented. Using <strong>California</strong> Dept <strong>of</strong> Finance estimates, the county’s population<br />
will grow to 365,016 persons by 2030, an increase <strong>of</strong> 48 percent over the 2000 population.<br />

Table 3-12 presents target population projections based upon straight projections <strong>of</strong> the adult<br />
low-income population and the disability adult populations, in combination with a modestly<br />
increasing senior population. Adults with disabilities (ages 16-64) plus all seniors represent the<br />
low end <strong>of</strong> the ranges. Low income adults (ages 16-64) plus all seniors represent the high end<br />
<strong>of</strong> the range. Combined, these suggest target population ranges <strong>of</strong>:<br />
‣ 47,489 to 69,851 persons by 2010,<br />
‣ from 59,109 to 84,670 persons by 2020,<br />
‣ from 71,178 to 100,379 persons by 2030.<br />
