SAN LUIS OBISPO REGION<br />
COORDINATED HUMAN SERVICES-PUBLIC TRANSPORTATION PLAN<br />
PLAN VISION, GOALS AND RECOMMENDATIONS<br />
A vision is proposed for the <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> region’s locally developed coordination plan:<br />
IMPROVED COMMUNITY MOBILITY FOR SAN LUIS OBISPO REGION SENIORS, PERSONS<br />
WITH DISABILITIES AND PERSONS OF LOW INCOME<br />
To this end, the project team has developed three (3) goals, supported by fifteen (15) implementing<br />
objectives to accomplish coordination in the region. In addition, a total <strong>of</strong> fifty-three (53)<br />
implementing actions, strategies or projects are identified. The goals and objectives to guide project<br />
development are summarized below.<br />
These goals are responsive to the Federal guidance for the locally developed plan and establish the<br />
roadmap by which mobility needs <strong>of</strong> the <strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> region target populations can be<br />
addressed. The implementing strategies are the methods by which gaps in services and<br />
opportunities for improved efficiencies may be achieved, through coordinated strategies and<br />
initiatives. The three goals are described as follows:<br />
Goal 1 - Coordination Infrastructure<br />
Given the level and diversity <strong>of</strong> needs in the region, a regional approach to facilitating coordination is<br />
needed, as no one agency or organization has the resources to facilitate the necessary cultural,<br />
institutional and operational changes needed to accomplish coordination goals. Coordination in the<br />
<strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> region cannot be accomplished without dedicated staff and financial resources.<br />
Projects funded under this goal should establish and/or further the development <strong>of</strong> the regional<br />
mobility concept. The specific objectives proposed under this goal include:<br />
1.1 Establish a Regional Mobility Manager function within SLOCOG to provide leadership on<br />
coordination <strong>of</strong> public transportation/ human services transportation within the <strong>San</strong> <strong>Luis</strong><br />
<strong>Obispo</strong> region.<br />
1.2 Establish the Regional Mobility Manager’s role in developing and “growing” projects<br />
responsive to regional coordination goals and objectives.<br />
1.3 Promote human service agency-level Mobility Manager capabilities through the Call for<br />
Projects and through outreach by Regional Mobility Manager.<br />
1.4 Develop visibility around specialized transportation issues and needs, encouraging high<br />
level political and agency leadership.<br />
1.5 Establish a SLOCOG Call for Projects process sufficiently flexible for applicants to design<br />
and implement projects addressing identified needs.<br />
1.6 Report on project performance, promoting project successes to regional partners and at<br />
state and federal levels.<br />
Goal 2 – Building Capacity to Meet Individualized Mobility Needs<br />
Acknowledging that more transportation capacity is needed to serve the growing population <strong>of</strong> the<br />
<strong>San</strong> <strong>Luis</strong> <strong>Obispo</strong> region, this goal addresses the idea <strong>of</strong> providing more trip options for the target<br />
populations. In addition, this goal inherently includes the concept <strong>of</strong> strengthening the ability <strong>of</strong><br />
human service agencies and organizations to provide those trips that public transit cannot, thereby<br />
increasing not only capacity but access to services. The notions <strong>of</strong> reliability, quality <strong>of</strong> service and<br />
service monitoring are reflected under this goal. The objectives proposed include:<br />
2.1 Promote policies that increase the quantity <strong>of</strong> public transit, paratransit and specialized<br />
transportation provided.<br />
2.2 Identify and invest in strategies to improve the quality <strong>of</strong> specialized transportation, with<br />
attention to meeting individualized needs.<br />
