8.6.3 Competitive Project Selection Process<br />

SAN LUIS OBISPO REGION<br />

COORDINATED HUMAN SERVICES-PUBLIC TRANSPORTATION PLAN<br />

FTA funding provides the impetus for developing the coordinated action plan. The funding is<br />

allocated to successful applicants in the region with SLOCOG in an advisory role as the MPO<br />

and in some cases sub recipient. The funding is distributed through a competitive project<br />

selection process with direct participation by <strong>Caltrans</strong> (as the designated FTA recipient for rural<br />

and small urbanized areas statewide) in the project selection.<br />

In recognition <strong>of</strong> the similarities <strong>of</strong> the two funding sources (i.e. JARC and New Freedom) while<br />

acknowledging the various elements directed to a specific segment <strong>of</strong> the target population, a<br />

two-part application may be appropriate. Part One <strong>of</strong> the application requires the applicant to<br />

provide information about the project such as:<br />

Type and amount <strong>of</strong> funding requested;<br />

• Applicant and co-applicant information (contact names, telephone numbers, etc.);<br />

• A description and location <strong>of</strong> the project; and<br />

• Total amount <strong>of</strong> funding requested.<br />

Part two <strong>of</strong> the application is a funding-specific section, requiring applicants to provide additional<br />

narrative that describes and gives the rationale for the proposed project or strategy.<br />

Conceivably, Part Two <strong>of</strong> the application would encompass the three goals developed in<br />

Section 8.5. These goals could effectively represent general project funding categories.<br />

Specifically, applications would be allowed under one or more <strong>of</strong> three general project<br />

categories, as follows:<br />

• Coordination Infrastructure<br />

• Building Capacity<br />

• Information Portals<br />

The plan objectives and accompanying strategies specified under each <strong>of</strong> the three goals<br />

(general funding categories) will give applicants which types <strong>of</strong> projects are eligible for funding<br />

under each category. Table 8-3 following illustrates this concept.<br />
