Chapter IX – Commuter <strong>Rail</strong> Services<br />
CAPITAL IMPROVEMENT PROGRAM<br />
Principal Metrolink capital improvements, with estimated costs, which are planned<br />
for the next ten years, include:<br />
Rolling S<strong>to</strong>ck Procurement - $<strong>16</strong>2.8 million<br />
This project would procure up <strong>to</strong> 46 additional rail cars, with options for up <strong>to</strong><br />
20 more. The specifications for the cab cars will include crash energy<br />
management <strong>to</strong> minimize the damage from a collision in passenger-occupied<br />
spaces.<br />
Sealed Corridor Study - $250,000<br />
This project will study safety improvements along the Antelope Valley and<br />
Ventura County Lines including improvements such as quad gates, median<br />
islands, longer gate arms, grade crossing closure, and gates <strong>to</strong> limit access <strong>to</strong> the<br />
rail ROW. Additional funding will be added <strong>to</strong> study the San Bernardino Line and<br />
the Perris Valley Line.<br />
Systemwide <strong>Rail</strong> Line Rehabilitation/Renovation Projects - $55.2 million<br />
These projects include track, signal and bridgework, tunnels, stations, drainage,<br />
engine and rolling s<strong>to</strong>ck overhaul and rehabilitation, and passenger information<br />
throughout the system.<br />
Eastern Area Maintenance Facility - $19.5 million<br />
This project consists of the completion of design and engineering, as well as the<br />
construction of an additional facility <strong>to</strong> provide maintenance on SCRRA<br />
equipment.<br />
Purchase and Rebuild Used Locomotives - $13.3 million<br />
This project provides for the purchase and complete overhaul of used locomotives,<br />
including their remanufacture with higher horsepower engines, current operating<br />
sub-systems, painting, and other work necessary <strong>to</strong> allow operation of longer<br />
trains.<br />
Lincoln Avenue Double-track - $12.6 million<br />
This is a multi-year project <strong>to</strong> install a second main line on the last segment of<br />
single main track between Fuller<strong>to</strong>n and Laguna Niguel, a 1.8-mile segment<br />
between Santa Ana and Orange.<br />
Fifth Lead Track at LAUS - $6.9 million<br />
The design phase of the project is complete and consisted of concept designs,<br />
property research and documentation, utility documentation, track and signal<br />
system design, and cost estimating for the fifth lead track. Construction will also<br />
include extensive signal installation and programming.<br />
