<strong>2005</strong>-<strong>06</strong> – <strong>2015</strong>-<strong>16</strong> <strong>California</strong> <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong><br />
San Diego – A high-density condominium project adjacent <strong>to</strong> the station has<br />
recently been completed. The first <strong>to</strong>wer was completed in 2004 and the initial<br />
residential units have been occupied. A second residential <strong>to</strong>wer was completed in<br />
<strong>2005</strong>. Also, ground was broken in Oc<strong>to</strong>ber <strong>2005</strong> on an innovative project that will<br />
combine art museum facilities and rail maintenance and supply s<strong>to</strong>rage space.<br />
Construction has begun on a major high-rise residential development within the<br />
perimeter of the His<strong>to</strong>ric Electrical Building and across the street from the station.<br />
Several other developments with commercial and residential units are being<br />
constructed within walking distance of the rail depot. The station is served by the<br />
Pacific Surfliner and by Coaster commuter rail as well as the San Diego Trolley,<br />
San Diego Transit and Mexicoach buses.<br />
Simi Valley – The City of Simi Valley, in partnership with the County of Ventura,<br />
is considering a transit village plan using a transit-oriented development overlay<br />
zone. The zone would encourage the implementation of transit village design<br />
within a quarter mile radius of the City's multimodal transit station boundaries.<br />
Nearly 650 single-family and multi-family homes are currently under development<br />
or consideration in the proposed overlay area. The proposed transit overlay zone<br />
would include a seven-acre commercial center, a 45-acre park and community<br />
center, 40 acres of other commercial and industrial uses, 75 acres of residential<br />
property, and 20 acres of open space. The City's multimodal transit station is<br />
currently served by Metrolink commuter rail, the Pacific Surfliner, Amtrak’s long<br />
distance Coast Starlight, city buses, Los Angeles County buses, San Joaquin<br />
connecting buses, local taxis and the city's extensive pedestrian/bike trail system.<br />
PROGRESS IN MEETING ENVIRONMENTAL AND LAND<br />
USE GOALS<br />
Figure 13A assesses the Department’s progress in meeting its environmental and<br />
land use goals by comparing the estimated results for 2003-04 presented in the<br />
2003-04 <strong>California</strong> <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong> with the estimated results for <strong>2005</strong>-<strong>06</strong> in the<br />
current <strong>California</strong> <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong>. The figure also compares the future goals in the<br />
2003-04 <strong>Plan</strong> with the future goals in the current <strong>Plan</strong>.<br />
In general, the goals for <strong>2005</strong>-<strong>06</strong> and actual results were consistent. However,<br />
mode share in the southern (Pacific Surfliner) region increased slightly from<br />
3.9 <strong>to</strong> 5 percent, and mode share in the northern (joint San Joaquin and<br />
Capi<strong>to</strong>l Corridor) region decreased slightly from 3.5 <strong>to</strong> 3 percent. Also, gallons of<br />
gasoline saved was more then originally projected.<br />
Also, the goals for 2014 in the 2003-04 <strong>Plan</strong> compared <strong>to</strong> the goals for 20<strong>16</strong> in the<br />
<strong>2005</strong>-<strong>06</strong> <strong>Plan</strong> are close. Again, mode share for the southern corridor increased<br />
somewhat and mode share for the northern corridor decreased slightly. Gallons of<br />
gasoline saved increased by 29 percent and the reduction in vehicle miles traveled<br />
decreased slightly.<br />
