INTRODUCTION<br />

Government Code Section 14036 requires the <strong>California</strong> Department of<br />

Transportation (the Department) <strong>to</strong> complete a ten-year <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong> with both<br />

passenger rail and freight rail elements. The law also provides that the <strong>State</strong> <strong>Rail</strong><br />

<strong>Plan</strong> be submitted <strong>to</strong> the <strong>California</strong> Transportation Commission by Oc<strong>to</strong>ber of<br />

odd-numbered years, and <strong>to</strong> the Legislature, Governor, and the Public Utilities<br />

Commission by March 1, of the following year.<br />

Part I of the <strong>California</strong> <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong> <strong>2005</strong>-<strong>06</strong> <strong>to</strong> <strong>2015</strong>-<strong>16</strong> (<strong>State</strong> <strong>Rail</strong> <strong>Plan</strong>) is the<br />

Passenger <strong>Rail</strong> Element and examines intercity and commuter passenger rail<br />

services in <strong>California</strong> and reviews their current operations. It also outlines tenyear<br />

plans for capital improvements and service expansions. The Passenger <strong>Rail</strong><br />

Element is covered in Part I, Chapters I through XIII.<br />

Part II of the <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong> is the Freight <strong>Rail</strong> Element. It provides an<br />

explanation of freight railroads in <strong>California</strong> – including short line railroads,<br />

discusses major freight issues, funding, environmental issues related <strong>to</strong> freight<br />

railroads, and new technology – particularly for equipment. The Freight <strong>Rail</strong><br />

element is covered in Part II, Chapters XIV through XX.<br />
