As a result of the Proposition 42 transfer in <strong>2005</strong>-<strong>06</strong> (see Chapter XII for more<br />
detail), it is expected that other TCRP rail projects will be funded. Thus the<br />
constrained program includes $170 million in TCRP funds, which includes the<br />
August <strong>2005</strong> allocation and unallocated funds.<br />

CAPITAL PROGRAM FUNDING<br />
BACKGROUND<br />
Figure 2C provides a summary of all capital funding for intercity rail in <strong>California</strong><br />
since the beginning of <strong>State</strong>-supported rail service. The summary reflects all<br />
expended and allocated funds, including funds from Propositions 108 and 1<strong>16</strong>,<br />
funds provided by the TCRP, and funds from all sources programmed in the 1996,<br />
1998, 2000, and 2002 STIPs and carried over <strong>to</strong> the 2004 STIP. To date, over<br />
$2.8 billion has been invested or reserved, including projects for stations, track<br />
and signal improvements, maintenance and layover facilities and rolling s<strong>to</strong>ck.<br />
Although the <strong>State</strong> has provided about 63 percent of the <strong>to</strong>tal investment, local<br />
entities, the Federal government, Amtrak, and the private railroads have made<br />
major contributions. The Department’s publication, the <strong>California</strong> Intercity <strong>Rail</strong><br />
Capital Program, December 1, <strong>2005</strong> (IRCP), details the projects shown in<br />
Figure 2C.<br />
The intercity rail capital program was originally funded from special legislation<br />
and the Intermodal Facilities Program. This program was then broadened <strong>to</strong><br />
become the Transit Capital Improvement (TCI) Program, which used both<br />
Transportation <strong>Plan</strong>ning and Development Account funds (which subsequently<br />
became the PTA) and SHA funds. In the late 1980s, some capital funding was<br />
provided through direct appropriations in the Budget Act or in other legislation.<br />
