Chapter I - <strong>California</strong>’s Vision for Intercity Passenger <strong>Rail</strong><br />
The vision for intercity passenger rail has three key goals that are discussed as<br />
follows:<br />
Provide Relief <strong>to</strong> Highway and Airway Congestion – In many intercity<br />
corridors highway demand is near or has already exceeded capacity, and in many<br />
instances, it is not financially or environmentally feasible <strong>to</strong> add capacity.<br />
Intercity rail currently provides congestion relief in corridors where capacity has<br />
already been exceeded, and rail service can be expanded <strong>to</strong> provide additional<br />
congestion relief. Intercity rail thus provides an alternative <strong>to</strong> building new<br />
highway capacity. Current investment in rail facilities and infrastructure will<br />
protect rail capacity so it is available in the future <strong>to</strong> provide critical relief <strong>to</strong><br />
highway and airway systems.<br />
Concerning the air transportation network, it is also environmentally and<br />
financially difficult <strong>to</strong> build additional airport capacity. Intercity rail provides an<br />
effective alternative <strong>to</strong> short haul air travel, such as from the Central Valley <strong>to</strong> the<br />
Bay Area and Southern <strong>California</strong>, helping <strong>to</strong> relieve congestion at airports by<br />
eliminating the need for some short distance flights.<br />
Provide a <strong>Rail</strong> Transportation Alternative <strong>to</strong> Other Travel Modes –<br />
<strong>Rail</strong> service provides a safe, efficient and cost-effective alternative <strong>to</strong> au<strong>to</strong>, bus<br />
and air travel. There has never been a passenger fatality on <strong>State</strong>-supported<br />
Amtrak service in <strong>California</strong>. For trips between certain cities, rail provides the<br />
only alternative travel mode <strong>to</strong> the au<strong>to</strong>. <strong>Rail</strong> travel often provides the only viable<br />
mode of travel for disabled, senior and low-income travelers. Business and leisure<br />
travelers may choose rail for cost efficiency, and ease of travel. <strong>Rail</strong> can provide a<br />
cost-effective alternative <strong>to</strong> all travelers in some short haul air markets<br />
characterized by high fares, such as for air travel within the San Joaquin Valley.<br />
Improve Air Quality, Conserve Fuel, and Contribute <strong>to</strong> Efficient and<br />
Environmentally Superior Land Use – <strong>Rail</strong> service contributes <strong>to</strong> improved air<br />
quality by reducing vehicle miles traveled and vehicle emissions, by reducing fuel<br />
consumption, and by helping <strong>to</strong> limit dependence on foreign petroleum. It also<br />
helps <strong>to</strong> reduce the need for highway construction, which often causes the loss of<br />
economically, environmentally, and his<strong>to</strong>rically valuable land, and can contribute<br />
<strong>to</strong> inefficient land use patterns.<br />
