RELATIONSHIP OF DEPARTMENT’S GOALS TO<br />

INTERCITY PASSENGER RAIL<br />

The five Department-wide transportation goals relate <strong>to</strong> the intercity passenger rail<br />

vision as follows:<br />

• SAFETY – Provide the safest transportation system in the nation for users<br />

and workers.<br />

The <strong>Rail</strong> Program strives for an excellent safety record on its intercity<br />

passenger rail services. All capital and equipment projects and operational<br />

initiatives have a strong safety component. The Operation Lifesaver rail<br />

safety campaign’s goal is improved safety at rail crossings. The Federal<br />

Section 130 Crossing Improvement Program and the Section 190 <strong>State</strong><br />

Grade Separation Program <strong>to</strong> improve and construct rail/vehicle crossings<br />

also increase safety.<br />

• MOBILITY – Optimize transportation system throughput and provide<br />

dependable travel times.<br />

The <strong>Rail</strong> Program strives <strong>to</strong> enhance throughput in two ways: first, capital<br />

projects and service improvements make the intercity passenger rail system<br />

more efficient; and second, intercity passenger rail travel improves the<br />

efficiency of the highway system by reducing highway travel. The <strong>Rail</strong><br />

Program has OTP goals for its intercity passenger rail routes; most capital<br />

projects and many operating initiatives are focused on improving OTP.<br />

• DELIVERY – Improve delivery of projects and services.<br />

The <strong>Rail</strong> Program delivers excellent performance in its capital program.<br />

The <strong>State</strong>’s intercity rail capital program is by far the largest of any <strong>State</strong>funded<br />

program in the nation.<br />

• FLEXIBILITY – Provide mobility choices through strategic partnerships.<br />

The <strong>Rail</strong> Program focuses on the goal of flexibility, by developing the<br />

intercity passenger rail travel option as one of several mass transit options<br />

available <strong>to</strong> the traveling public and improving intercity rail connectivity <strong>to</strong><br />

other transportation options.<br />

• STEWARDSHIP – Preserve and enhance <strong>California</strong>’s resources and<br />

investments.<br />

The <strong>Rail</strong> Program preserves <strong>California</strong>’s investment in <strong>State</strong>-owned rail<br />

cars and locomotives. <strong>California</strong> has the largest fleet of <strong>State</strong>-owned rail<br />

equipment in the country.<br />
