CORRIDOR STRATEGIC PLANNING<br />

Pacific Surfliner Route<br />

In November 2003, the Department released the LOSSAN Corridor Strategic <strong>Plan</strong><br />

Los Angeles <strong>to</strong> San Diego Proposed <strong>Rail</strong> Corridor Improvement Studies.<br />

This <strong>Plan</strong> analyzes rail improvements from a corridor wide perspective and is<br />

meant <strong>to</strong> complement the Environmental Impact Report/Environmental Impact<br />

<strong>State</strong>ment (EIR/EIS) process discussed below. The <strong>Plan</strong> included background on<br />

the corridor and served as the project screening process <strong>to</strong> determine which<br />

alternatives and design options should be examined in the EIR/EIS.<br />

The work on the EIR/EIS started in 2002, when the Department, in cooperation<br />

with the Federal <strong>Rail</strong>road Administration (FRA), <strong>California</strong> High-Speed <strong>Rail</strong><br />

Authority (CHSRA), Amtrak and regional and local planning agencies,<br />

participated in technical studies that analyzed alternatives and opportunities for<br />

rail corridor improvements between Los Angeles and San Diego. As part of these<br />

studies, the Department and FRA jointly under<strong>to</strong>ok a program level EIR/EIS <strong>to</strong><br />

evaluate potential rail corridor improvements. The EIR/EIS was completed in the<br />

Spring <strong>2005</strong>. This document will facilitate environmental reviews of specific<br />

project improvements under both the <strong>California</strong> Environmental Quality Act<br />

(CEQA) and the National Environmental Policy Act (NEPA).<br />

In June <strong>2005</strong>, the Draft LOSSAN North Corridor Strategic <strong>Plan</strong> was prepared;<br />

it covers the Route from Los Angeles <strong>to</strong> San Luis Obispo. The Department,<br />

in cooperation with regional planning agencies, Amtrak, Southern <strong>California</strong><br />

Regional <strong>Rail</strong> Authority (SCRRA), Union Pacific <strong>Rail</strong>road (UP) and other<br />
