THE DEPARTMENT’S MISSION AND GOALS<br />
The Department’s mission, “Caltrans Improves Mobility across <strong>California</strong>”,<br />
supports the Go<strong>California</strong> vision.<br />
The Department has five strategic goals <strong>to</strong> implement its mission.<br />
• Safety<br />
• Mobility<br />
• Delivery<br />
• Flexibility<br />
• Stewardship<br />
The relationship of the Department’s five strategic goals <strong>to</strong> the intercity rail vision<br />
is detailed below.<br />
INTERREGIONAL STRATEGIC PLANNING<br />
The Department’s Interregional Transportation Strategic <strong>Plan</strong> (ITSP) is the<br />
strategic planning document for interregional capital projects and the framework<br />
for implementing the Department’s interregional transportation funding program.<br />
The Department’s Intercity <strong>Rail</strong> Program, as described in this <strong>Plan</strong>, furthers the<br />
goals and objectives of the ITSP. The ITSP addresses the development of both the<br />
<strong>State</strong> highway interregional road and intercity rail systems in <strong>California</strong>;<br />
it includes strategies for other eligible fund uses such as interregional mass transit<br />
guideways and grade separations. The ITSP relies heavily upon the <strong>State</strong> <strong>Rail</strong><br />
<strong>Plan</strong> for its intercity rail portion. The ITSP framework and continuing statewide<br />
and interregional mobility studies and assessments, as well as moni<strong>to</strong>ring progress<br />
in meeting the ITSP objectives, serve <strong>to</strong> keep the importance of sustained, strong<br />
interregional transportation systems in the forefront as the <strong>State</strong> experiences rapid<br />
growth and development.<br />
THE DEPARTMENT’S VISION FOR INTERCITY PASSENGER<br />
RAIL<br />
The Department’s Intercity Passenger <strong>Rail</strong> Vision as shown in this <strong>Plan</strong>, supports<br />
Go<strong>California</strong>, the Department’s mission and goals, the ITSP, and summarizes and<br />
guides the Department’s efforts in relation <strong>to</strong> intercity rail.<br />
To achieve the vision for intercity rail in <strong>California</strong>, service must be frequent and<br />
reliable, and available for trips <strong>to</strong> major intercity destinations with travel times<br />
competitive with the au<strong>to</strong>. Capital projects <strong>to</strong> increase capacity allow frequencies<br />
<strong>to</strong> be added; projects <strong>to</strong> improve on-time performance (OTP), increase reliability<br />
and <strong>to</strong> reduce running time attract riders and provide an effective service.<br />
