ROLLING STOCK PROGRAM<br />
ROLLING STOCK FLEET<br />
The <strong>State</strong> has an intercity rail rolling s<strong>to</strong>ck program unparalleled by any other state<br />
in the nation. The <strong>State</strong> owns its own fleet of 88 cars and 17 locomotives.<br />
The <strong>State</strong> has spent over $300 million on the design and acquisition of cars and<br />
locomotives since the early 1990’s. Proposition 1<strong>16</strong>, passed by the voters in 1990,<br />
provided the initial funds for the design and purchase of equipment. This fleet has<br />
allowed significant frequency increased on all three routes.<br />
In the mid-1990s, the <strong>State</strong> designed and acquired the innovative 66 unit<br />
<strong>California</strong> Car fleet, plus nine locomotives. The cars were delivered between 1995<br />
and 1997, and the locomotives were delivered between 1994 and 1995. The cars<br />
are bi-level cars, and were some of the first rail cars <strong>to</strong> bring a new level of<br />
comfort <strong>to</strong> passengers with many improved amenities. The cars are fully<br />
compliant with the Americans with Disabilities Act (ADA). The General Mo<strong>to</strong>rs<br />
F59PHI locomotives have a maximum operating speed of 110 mph, emission<br />
reduction technology, and features <strong>to</strong> improve operational and functional safety.<br />
Two additional General Electric Dash-8 locomotives were purchased from Amtrak<br />
in 1994.<br />
In 2002, the <strong>State</strong> purchased and placed in service an additional 22 cars and<br />
six locomotives. The cars were acquired as an option <strong>to</strong> Amtrak’s 40-car<br />
Pacific Surfliner fleet order for Southern <strong>California</strong>. Twelve of the <strong>State</strong>-owned<br />
cars were for Northern <strong>California</strong> operations, and ten cars were for<br />
Pacific Surfliner operations. The locomotives are General Mo<strong>to</strong>rs model F59PHI.<br />
The Northern <strong>California</strong> fleet, which is used on both the San Joaquins and<br />
Capi<strong>to</strong>l Corridor, is entirely <strong>State</strong>-owned. It includes 78 cars – the original<br />
66 <strong>California</strong> cars and 12 new Pacific Surfliner cars, and 17 locomotives –<br />
15 General Mo<strong>to</strong>rs F59PHI and two General Electric Dash-8.<br />
The Pacific Surfliner fleet includes 50 cars and 14 locomotives. Only ten cars,<br />
and none of the locomotives of this fleet are <strong>State</strong>-owned.<br />
ROLLING STOCK MAINTENANCE AND OVERHAUL PROGRAM<br />
In addition <strong>to</strong> equipment procurement, the equipment program also includes<br />
warranty, rework, and modification of procured equipment; scheduled<br />
maintenance; heavy equipment overhaul; equipment modernization; inspection<br />
and safety moni<strong>to</strong>ring; and repair of damaged equipment.<br />
In 2001-02, the Department started its heavy equipment overhaul program for its<br />
fleet of <strong>California</strong> Cars and locomotives. Different components of the equipment<br />
need <strong>to</strong> be overhauled on a cyclical basis. The overhaul cycle varies from two <strong>to</strong><br />
eight years depending on the component being serviced. The principal overhaul is<br />
