<strong>2005</strong>-<strong>06</strong> – <strong>2015</strong>-<strong>16</strong> <strong>California</strong> <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong><br />

proposes a 50 percent Federal/50 percent state capital match program, with no<br />

funding source specified.<br />

AMTRAK FUNDS<br />

On the operating side, Amtrak supports 30 percent of the Pacific Surfliner Route,<br />

as this portion is considered part of their Basic System, and not <strong>State</strong>-supported<br />

service.<br />

On the capital side, Amtrak develops and funds some <strong>California</strong> intercity rail<br />

capital projects. The largest investment has been in maintenance facilities and<br />

rolling s<strong>to</strong>ck. As a result of the Taxpayer Relief Act of 1997, Amtrak was<br />

provided over $2 billion in capital funds for its nationwide system. Over the past<br />

six years, Amtrak has increased its investment in <strong>California</strong>. For example, Amtrak<br />

purchased 40 new passenger cars and 14 locomotives for the Pacific Surfliner<br />

Route at a cost of about $135 million. See Chapter XI for a list of the proposed<br />

<strong>California</strong> projects included in Amtrak’s Strategic <strong>Plan</strong> for FFY <strong>2005</strong>-09.<br />

RAILROAD FUNDS<br />

The <strong>State</strong> and the railroads owning the ROW of intercity passenger routes<br />

sometimes share in the cost of track and signal improvement projects.<br />
