<strong>2005</strong>-<strong>06</strong> – <strong>2015</strong>-<strong>16</strong> <strong>California</strong> <strong>State</strong> <strong>Rail</strong> <strong>Plan</strong><br />
The Department believes this corridor is a good candidate for rail corridor service<br />
because:<br />
• Amtrak currently operates the <strong>California</strong> Zephyr on the route so that<br />
stations at the major destination points already exist.<br />
• I-80 is extremely congested at <strong>to</strong>urist peak periods and there is a very<br />
strong gaming, skiing, and general recreation market in the Reno/Truckee<br />
area.<br />
• Current bus ridership on this route is strong.<br />
SACRAMENTO TO REDDING<br />
Operation of intercity rail service from Sacramen<strong>to</strong> <strong>to</strong> Redding would extend<br />
<strong>State</strong>-supported intercity rail service <strong>to</strong> a fast growing northern <strong>California</strong> area not<br />
presently served by the <strong>State</strong>-supported intercity passenger rail network.<br />
Background<br />
Connecting buses <strong>to</strong> the San Joaquin and Capi<strong>to</strong>l Corridor trains currently serve<br />
the northern Sacramen<strong>to</strong> Valley. Buses connect <strong>to</strong> three of the San Joaquins in<br />
S<strong>to</strong>ck<strong>to</strong>n, and one in Sacramen<strong>to</strong>, and travel north through Sacramen<strong>to</strong>,<br />
Marysville, Chico, and Redding. Four Capi<strong>to</strong>l Corridor trains in Sacramen<strong>to</strong> also<br />
have a bus connection <strong>to</strong> Redding. Ridership on this bus route is the second<br />
highest of all <strong>California</strong> dedicated bus routes after Los Angeles-Bakersfield, with<br />
82,000 riders in 2004-05. Additionally, the single daily round-trip of the<br />
Coast Starlight connects Redding and Chico with Sacramen<strong>to</strong>, the Bay Area, and<br />
Los Angeles on its route from Seattle.<br />
The most recent study on the Sacramen<strong>to</strong>-Redding corridor is the Northern<br />
Sacramen<strong>to</strong> Valley Intercity Passenger <strong>Rail</strong> Study, Interim Findings Report,<br />
produced in 1995 for the Butte County Association of Governments.<br />
The Department in <strong>2005</strong> had planned a further study on this Route, which was<br />
deferred due <strong>to</strong> the UP’s decision not <strong>to</strong> consider operation of new passenger<br />
trains at this time.<br />
Operating <strong>Plan</strong><br />
The Department’s ten-year operating plan includes one daily round-trip between<br />
Sacramen<strong>to</strong> and Redding in 2009-10 with a second round-trip starting in 2013-14.<br />
This rail service would be supplemented by bus service that would run over the<br />
same route as the train, but at other times of the day.<br />
The Department believes this extension is a good candidate for rail service<br />
because:<br />
• Amtrak currently operates the Coast Starlight on this Route, with existing<br />
stations at Sacramen<strong>to</strong>, Chico, and Redding.<br />
