3.6.1.1 JURISDICTIONThese projects are complex to design and implement and use the ProjectDelivery Process developed by the Storm Water Quality ImprovementCommittee (SWQIC) 4 . A Technical Advisory Committee (TAC), usuallycomprised of the implementer, funder, permitting agencies, and localjurisdictions, determine a set of BMP alternatives and the final BMP design forthe project.Elements of the SWQIC Project Delivery Process:A. GOALS AND OBJECTIVESDevelopment of project goals and objectives is the first step after projectinitiation and should receive formal support from the technical advisorycommittee. Project goals and objectives should directly relate to the problemthe project is intended to address, and depict issues that will continue or resultif the project is not implemented. Project goals and objectives should alsodefine criteria by which project effectiveness can be evaluated to provide themeans of tracking project success.B. EXISTING CONDITIONS ANALYSISA general description of the project site, including physical description, use andcondition, key issues, available technical data such as watershed location, soiltype, land capability, pollutants of concern, hydrologic connectivity, as well asproject opportunities and constraints should be documented as part of theexisting conditions analysis.C. FORMULATE AND EVALUATE ALTERNATIVESFormulation of viable project alternatives should be based on the informationcollected as part of the existing conditions analysis and address the problem theproject intends to solve. Each alternative should be evaluated based on itsability to meet the project goals and objectives, with those that do not beingexcluded from further analysis.D. SELECT A RECOMMENDED ALTERNATIVE AND DEVELOP A PRELIMINARYDESIGN.From the Alternatives Evaluation, select a recommended alternative whichmay be an originally formulated alternative or a combination of alternatives.Once selected, design criteria, benefits, costs, and implementation constraintsof the Recommended Alternative should be well defined in order to complete aPreliminary Design that is feasible to permit and construct.The Lake Clarity Crediting Program (Crediting Program) establishes acomprehensive and consistent accounting system administered by the4SWQIC, 2004 ,Collaborative Storm Water Quality Project Delivery for the Lake Tahoe Basin,(http://www.trpa.org/documents/swqip.pdf)TRPA BMP HandbookCHAPTER 3: Permanent BMP Planning and Selection2012 Page 3-27
Lahontan Regional Water Quality Control Board and NDEP to trackpollutant load reductions from urban stormwater using Lake Clarity Credits.The Crediting Program encourages the use of a standard set of tools andmethods. The Pollutant Load Reduction Model (PLRM) is the standard loadreduction estimation tool that models load reductions achieved throughcombinations of pollutant controls, including source control practices andtreatment BMPs within catchments. The BMP Maintenance Rapid AssessmentMethodology (BMP RAM) and Road RAM are the standard conditionassessment methodologies used to inspect and report actual conditions. TheTMDL Accounting and Tracking Tool stores all credit information, showingthe number of credits awarded each year for specific catchments and urbanjurisdictions. The TMDL Accounting and Tracking Tool also tracks andreports load reductions achieved, at all scales, from specific catchments to theentire Lake Tahoe Region. 53.6.1.2 PRIVATE PROJECTSThese projects are also complex to design and implement compared to theother project categories, and typically use an equivalent of the Project DeliveryProcess developed by the SWQIC. This equivalent process typically takes theform of an Environmental Impact Statement document and project alternativesassessment with extensive public and regulatory scrutiny. These projects likelyneed TRPA Governing Board approval.3.7 INSPECTION, MAINTENANCE, AND MONITORINGAll BMPs require inspection and maintenance, whether installed on smallsingle family residences, large commercial sites or jurisdiction scale. When aproject is permitted, a BMP inspection and maintenance plan will be requiredunder the Special Conditions of the permit. Some projects under permit mayalso be required to implement a monitoring plan to assess whether TRPAdischarge standards are being met. Monitoring is usually required on “treat andrelease” projects where infiltration is not feasible due to on-site constraints, andon projects that include an Environmental Impact Statement requiring TRPAGoverning Board certification.While maintenance has long been recognized as a critical component to longterm BMP performance, it is frequently neglected. Land owners and managersshall maintain a log of inspection and maintenance activities related to theBMPs that have been installed throughout a project site or property.BMP planners and designers during the planning process should identify andinclude design elements that allow easier inspection, maintenance, andmonitoring activities to take place.
