3.6.1.1 JURISDICTIONThese projects are complex to design and implement and use the ProjectDelivery Process developed by the Storm Water Quality ImprovementCommittee (SWQIC) 4 . A Technical Advisory Committee (TAC), usuallycomprised of the implementer, funder, permitting agencies, and localjurisdictions, determine a set of <strong>BMP</strong> alternatives and the final <strong>BMP</strong> design forthe project.Elements of the SWQIC Project Delivery Process:A. GOALS AND OBJECTIVESDevelopment of project goals and objectives is the first step after projectinitiation and should receive formal support from the technical advisorycommittee. Project goals and objectives should directly relate to the problemthe project is intended to address, and depict issues that will continue or resultif the project is not implemented. Project goals and objectives should alsodefine criteria by which project effectiveness can be evaluated to provide themeans of tracking project success.B. EXISTING CONDITIONS ANALYSISA general description of the project site, including physical description, use andcondition, key issues, available technical data such as watershed location, soiltype, land capability, pollutants of concern, hydrologic connectivity, as well asproject opportunities and constraints should be documented as part of theexisting conditions analysis.C. FORMULATE AND EVALUATE ALTERNATIVESFormulation of viable project alternatives should be based on the informationcollected as part of the existing conditions analysis and address the problem theproject intends to solve. Each alternative should be evaluated based on itsability to meet the project goals and objectives, with those that do not beingexcluded from further analysis.D.
