2.3.3.2 SOILS HYDROLOGIC REPORTThe soils hydrological report identifies the depth of seasonal high groundwater.It is required for all excavation greater than 5 feet, if there is a reasonablepossibility of interference or interception of groundwater and at the permittingauthorities’ discretion. A Soils/Hydrology Report application needs to becompleted to request the investigation and report. The application can befound at www.trpa.org in the Permits & Documents section.Soil pit excavated for a soil/hydrologic report to identify the depth to seasonal high groundwater.2.3.3.3 PIEZOMETERIf an unpaved, compacted, anddisturbed area is slated forrestoration, it is recommendedthat the Land Capability andLand Coverage be verified priorto restoration taking place. If itis restored before being legallyverified, any potential legalcoverage may be permanentlylost.A piezometer is a small-diameter water well used to measure the hydraulic headof groundwater in aquifers. A piezometer may be used determine rate anddirection of subsurface flow, which would be applicable when a large basin isbeing installed and you want to make sure that water is not going to flowsubsurface and resurface in an undesirable location downstream. This may ormay not be applicable for projects of this size and/or land use and it is up tothe permitting authority to determine if this is required.2.3.3.4 LAND CAPABILITY VERIFICATION/LAND COVERAGE VERIFICATIONThe land capability and land coverage shall be verified if there are anyproposed changes that will potentially add to on-site coverage. A primaryexample of a BMP Retrofit project requiring a Land Capability and CoverageVerification is if there is an unpaved, compacted area that is identified to bepaved. If an unpaved, compacted, and disturbed area is slated for restoration, itis recommended that the Land Capability and Land Coverage be verified priorCHAPTER 2: Site AnalysisTRPA BMP HandbookPage 2-30 2012
to restoration taking place. If it is restored before being legally verified, anypotential legal coverage may be permanently lost. The Land CapabilityVerification and Land Coverage Verification applications may be found atwww.trpa.org in the Permits & Documents section.2.3.3.5 TOPOGRAPHIC SURVEYA topographic survey is typically required to accurately design BMPs. Thepermitting authority may waive the requirement depending on the complexityof the project. Consult with the permitting authority to determine if atopographic survey will be required.2.3.3.6 ON-SITE UTILITY VERIFICATIONAll projects that are doing any excavation should always call 811 before anydigging. Hitting a utility during construction is dangerous and costly and withthe proper verification is avoidable.2.4 PROJECTS GREATER THAN 5 ACRESJurisdiction scale projects go through the Stormwater Quality ImprovementCommittee (SWQIC) Existing Conditions Analysis Memorandum (ECAM) orequivalent process to analyze the project area. SWQIC is a group of agencyrepresentatives that were chartered to develop streamlined protocols toimprove the planning, design, and effectiveness of Stormwater QualityImprovement Projects. The ECAM is similar to this Site Analysis chapter as itis a compilation of information gathered regarding hydrologic and waterquality analysis used to inform the project alternatives. A large amount ofinformation may be gathered and it should be up to the Technical AdvisoryCommittee (TAC), or equivalent group, to determine the amount and detail ofinformation collected.
