Thepermitting authority may waive the requirement depending on the complexityof the project. Consult with the permitting authority to determine if atopographic survey will be required.2.3.3.6 ON-SITE UTILITY VERIFICATIONAll projects that are doing any excavation should always call 811 before anydigging. Hitting a utility during construction is dangerous and costly and withthe proper verification is avoidable.2.4 PROJECTS GREATER THAN 5 ACRESJurisdiction scale projects go through the Stormwater Quality ImprovementCommittee (SWQIC) Existing Conditions Analysis Memorandum (ECAM) orequivalent process to analyze the project area. SWQIC is a group of agencyrepresentatives that were chartered to develop streamlined protocols toimprove the planning, design, and effectiveness of Stormwater QualityImprovement Projects. The ECAM is similar to this Site Analysis chapter as itis a compilation of information gathered regarding hydrologic and waterquality analysis used to inform the project alternatives. A large amount ofinformation may be gathered and it should be up to the Technical AdvisoryCommittee (TAC), or equivalent group, to determine the amount and detail ofinformation collected.
