3.8.2.1 HIGH GROUNDWATER AND BEDROCKThese constraints can limit the depth of infiltration systems. Where soilinvestigations show seasonal high groundwater levels or bedrock interfering orintersecting a designed infiltration system, alternative <strong>BMP</strong>s need to beconsidered.<strong>BMP</strong> Concepts:• Design shallower and wider <strong>BMP</strong> systems.• Use shallow check dams to pool stormwater and to facilitateinfiltration.• Convey stormwater to a location with more appropriate soils.3.8.2.2 UTILITIES AND INFRASTRUCTUREPoor siting of <strong>BMP</strong>s can harm existing utilities and create further costs. Inaddition, many existing developments at Lake <strong>Tahoe</strong> have unmarked andunmapped infrastructure.<strong>BMP</strong> Concepts:• Verify all existing utilities during site analysis.• Avoid installing <strong>BMP</strong>s over utilities.• Convey water away from utilities.• Relocating utilities typically have high costs, but may be an optionfor larger projects.• Field fit the <strong>BMP</strong> to avoid any utilities during construction.3.8.2.3 RUN-ON FROM OFF-SITE UPSTREAM LOCATIONSStormwater runoff from upstream (run-on), off-site locations can causeproblems as it flows into and through a project.<strong>BMP</strong> Concepts:• Contact the property owner where the run-on originates and thelocal regulatory agency to ensure that water quality <strong>BMP</strong>s areinstalled on properties upstream.• Size <strong>BMP</strong>s for larger flows to accommodate additional stormwaterrun-on volumes, however extra costs are associated.• Convey water through the site in a stabilized channel following theexisting historical flow lines and discharge to a stabilized location.CHAPTER 3: Permanent <strong>BMP</strong> Planning and SelectionTRPA <strong>BMP</strong> HandbookPage 3-30 2012
