On the other hand, pesticide usemay be appropriate in certain circumstances to minimize ecological threatfrom pests when other control methods have proven unsuccessful andanticipated benefits outweigh risks.Pesticides are regulated by the EPA and the states to minimize potentialimpacts to people, other non-target organisms, and the environment. Toprotect human health and water quality in the Lake <strong>Tahoe</strong> Basin, the waterquality objectives in Lahontan Regional Water Quality Board’s Basin Plan hasbeen amended to set a region-wide waste discharge prohibition on pesticideswith exemption criteria.
