8.13 SITE CHARACTERIZATION CHECKLIST8.13.1 OVERVIEWThe objective of the site characterization checklist or assessment is to identifyexisting physical and ecological resources within the designated project areaboundaries. It is also designed to identify the historical-cultural resources, landuses and water quality issues associated with the proposed project area.Management and utilization of existing resources are also examined. Specialattention is given to water quality and aquatic invasive species control althoughother nearshore resources are examined for potential impact as well. This typeof checklist helps to identify gaps in existing knowledge of the physicalconditions and biological and cultural resources of a proposed project area. Thesite assessment will aid in the determination of future permitting andcompliance monitoring efforts. A site characterization checklist should beprepared by a multi-disciplinary team with the use of existing informationalong with the collection of data for physical parameters, such as geology andsoils. 84The shorezone site characterization checklist or assessment identifies potentialimpacts to the nearshore system. The shorezone assessment procedure issimilar to watershed evaluation: habitat variables are compared to referenceconditions and if they are found to be significantly different, they are identifiedas probable causes of biological impairment. 85When completing either a site characterization for structure installation ormaintenance dredging permits, contact the appropriate agency directly for themost recent application requirements.Overall, the site characterization checklist is either a permanent or temporary<strong>BMP</strong> that provides source, hydrologic, and pollution control for water quality.8.13.2 GEOTECHNICAL AND ENGINEERING MODELING REQUIREMENTS FORDESIGN AND IMPACT ANALYSISWhen performing geotechnical or engineering modeling the followingchecklist of data requirements and modeling considerations will inform thedesign process and address the environmental impact section of TRPA’s InitialEnvironmental Checklist (Refer to Table 8-22).
