Weather is an important consideration for construction activities andtemporary <strong>BMP</strong>s. To minimize environmental impact to a site, the gradingseason is open from May 1 to October 15. Winterization is required to stabilizethe site before winter if work is not completed. When inclement weather isanticipated, temporary <strong>BMP</strong>s must be protected and enforced to preventovertaxing the structures in place. Grading is not allowed when the site iscovered with snow, or when soils are saturated, muddy, or unstable to preventsoil damage and erosion.4.5.1 SITE PREPARATION AND PRACTICES• Required <strong>BMP</strong> Maintenance, Communication, and Education:Construction sites are busy places that often have many different people onsite doing different jobs. Ultimately, it is the property owner’s responsibilityto make sure that the temporary construction <strong>BMP</strong>s are properlyimplemented and maintained on their property; however there have beenmany cases where contractors have been held legally responsible fordischarges from construction sites due to failure to properly implement andmaintain temporary <strong>BMP</strong>s. Additionally, TRPA or other regulatoryagencies may issue correction notices or cease and desist orders for projectswithout proper temporary <strong>BMP</strong>s, causing project delays. It is important thatconstruction site managers educate their employees and sub-contractorsabout the temporary construction <strong>BMP</strong> plan and do routine maintenancechecks for all <strong>BMP</strong>s. At a minimum, <strong>BMP</strong>s should be inspected daily toensure that they are in place and functional.• Protect the Site from Unnecessary Disturbance: TRPA regulationsrequire that disturbance for residential building sites are limited to 12 feetbeyond the building footprint and the area between the building footprintand the road. Protecting existing trees and vegetation will bufferconstruction impacts and help reduce the amount of time and money neededfor site restoration once construction is complete. Temporary <strong>BMP</strong>s whichmay be employed to protect a site include boundary/vegetation fencing,controlled ingress/egress points, and designated staging and parking areas.• Control the Amount of Water Running onto the Site: Preventing waterfrom entering the disturbed area helps to minimize the amount of waterwhich may become polluted. Temporary <strong>BMP</strong>s such as clean waterdiversions and properly installed dewatering devices protect sites frombecoming flooded should a precipitation event occur. A construction planschedule, a component of a Temporary <strong>BMP</strong> Plan, should take into accountseasonal weather patterns and plan for land disturbing activities whenprecipitation events are least likely to occur. Temporary <strong>BMP</strong>s must beenforced for impending storms, as most <strong>BMP</strong> failures occur during theseheavy precipitation events.• Provide Source Control: Properly storing construction materials,stockpiles (e.g. topsoil), and other hazardous materials, prevents the releaseof these materials into the air or waterways.
