SEZs are protected and projects impacting them require specialconsiderations and permits.Rolled sod typically containshigh amounts of clay, whichcan lead to less waterinfiltration and more runoff.Establishing lawn and turf fromseed may require greater initialeffort, but more readily allowsrain and snow melt to soakinto the soil.5.3.1.1 LAWNS AND TURFMost common lawn and turf grasses used for landscaping are not native to theLake Tahoe Region. Many have high fertilizer and water needs, which canincrease nutrient laden runoff that promote algae growth in the lake. Inaddition, the lack of deep roots to hold soil particles together does notadequately protect against erosion and may result in sediment loading to LakeTahoe.While lawns and turf are not encouraged for use in the Lake Tahoe Region,small, isolated areas may serve valued purposes, such as for active recreation orfor fire defensible space. Lawns and turf are one option among other lowgrowingherbaceous plants, rocks, gravel, and other noncombustible materialsto create a landscape that integrates BMPs and fire defensible space.CHAPTER 5: Soil and Vegetation ManagementTRPA BMP HandbookPage 5-6 2012
Before using turf on small commercial or residential projects, consider the following:Will the turf area be used for active recreation?Is the turf area in close proximity to structures, providing necessary fire defensiblespace?Is the turf area located well outside of SEZs, the backshore, and the associatedsetbacks?Is the turf area being used as accent vegetation?If you answer “no” to these questions, consider more lake-friendly alternatives such nonturfbunchgrasses, wildflowers, and other native plants.5.3.2 PROTECTING, ESTABLISHING, AND MAINTAINING VEGETATIONVegetation establishment is challenging in a dry mountain climate, therefore itis essential to protect existing vegetation from disturbance to the greatest extentpossible. Uncommon or sensitive species, such as SEZ vegetation, have specialprotection and should be protected from any site disturbance – see the TRPACode of Ordinances for more detail.Before construction, minimize the disturbance footprint by fencing off existingvegetation not intended for removal and prevent vehicle traffic permanently byinstalling parking and vehicle barriers.Extend protective fencing to the width of the dripline to ensure adequate protection ofroots.TRPA BMP HandbookCHAPTER 5: Soil and Vegetation Management2012 Page 5-7
